The HANDS Specialist I is responsible for conducting parent visit assessments/surveys within 30 days of receiving and reviewing prenatal or birth records. This is to determine eligibility for early childhood education and family support services for infants and toddlers from birth up to three (3) years of age. The role involves conducting interviews to promote outreach activities in family homes or community settings, educating parents in coping techniques, and assisting them in accessing resources or referrals for appropriate education and nutrition for their child. The specialist may also develop and distribute informational materials that meet program guidelines. Key administrative tasks include keeping accurate logs of service visits, schedules, and charting, and preparing reports and analyses according to HANDS program policy. The position requires interpreting laws, regulations, policies, and procedures, and providing administrative assistance or guidance to departmental staff, which may involve monitoring, evaluating, and participating in modifications regarding program requirements. The specialist will review records and reports submitted by program requests or agency staff to ensure compliance with federal and state law, regulation, and policies. Ongoing home visitation may be conducted on an as needed basis. In the Health Access Nurturing Development Services (HANDS) program, the Specialist I reviews clinic records and conducts Parent Visit Assessments/Surveys with parents (prenatal and/or immediately after the birth) to determine the appropriate level of community support. Families facing challenges will be offered visits by a Family Support Worker, and if a family opts out of participation, they will be referred to appropriate community resources based on their needs.
