About The Position

Syracuse Hancock International Airport is growing, and the Syracuse Regional Airport Authority (SRAA) is looking for a dedicated professional excited about elevating Syracuse Airport to "best-in-class" to join our team as a full-time Ground Transportation and Parking Manager. This position oversees the commercial strategy for Syracuse Hancock International Airport’s parking and ground transportation portfolio. In this role, the Manager will ensure that the ways in which passengers and guest access Syracuse airport, whether arriving via car, rideshare, taxi or shuttle, is a driver of passenger satisfaction while focused on increasing revenues and profitability for the airport.

This position executes the commercial strategy and operations of the ground transportation and parking options offered while working collaboratively with all stakeholders critical to the parking and ground transportation program’s success. This includes oversite of the Authority’s parking operations delivered through its wholly owned subsidiary, including governance, performance management, financial oversight, and strategic alignment while maintaining oversight of related compliance, ground transportation relationships and related traffic flow, adherence and enforcement of ground transportation rules and regulations, and the successful day-to-day parking operations which includes parking deck, surface lot, rental car facilities, and employee parking lots. This position is tasked with relentlessly focusing on delivering the best possible parking and ground transportation program for our passengers and business partners that reflect the Authority’s brand standards and deliver a best-in-class guest experience.
An employee in this class is expected to anticipate periods of increased passenger traffic and to adjust available transportation service accordingly. Reporting directly to the Chief Commercial Officer, an employee in this class exercises independent judgement, tact and diplomacy when dealing with stakeholders, passengers, and employees alike. This position will manage and evolve a parking and ground transportation program that not only satisfies passenger demand but elevates the overall guest experience and continues to evolve with passenger behaviors and expectations.

Requirements

• Good knowledge of the ability to interpret and enforce the ordinances, rules and regulations pertaining to ground transportation and parking operations at the airport.
• Financial acumen, including experience reviewing budgets, P&L statements and revenue management strategies.
• Ability to manage internal and affiliated entities to achieve performance outcomes.
• Principles and practices of contract administration.
• Knowledge of basic accounting principles and practices.
• Knowledge of project management skills.
• Ability to exercise good judgement when administering applicable ordinances, rules and regulations, and when dealing with emergency situations.
• Ability to maintain professional and respectful working relationships with diverse ground transportation operators, airport security officers, law enforcement, airport tenants and vendors, and airport staff.

• Physical condition commensurate with the demands of the position, and being able to perform the essential physical requirements of the position including pushing/pushing up to 75 lbs., remaining stationary, being mobile, standing and walking for long periods of time, working outside in all weather conditions, with or without a reasonable accommodation.
• Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree, and three (3) years of work experience, or its part time equivalent, in transportation, parking management, public safety or security management/operations, or other experience related to the management of business operations that involves the management of a licensing program and/or business contracts; or.
• Completion of sixty (60) semester credit hours and three (3) years of work experience, or its part time equivalent, as described in (A) above; or,
• Five (5) years of work experience, or its part time equivalent, as described in (A) above; or,
• An equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above;
• Must obtain and maintain security clearance as required by role and TSA regulations.
• Must successfully complete E- Verify I-9 process. The SRAA will provide E- Verify and the federal government with your I-9 information to confirm that you are authorized to work in the U.S.

Responsibilities

• Serves as the primary contact for the public and airport tenants for airport parking policy, procedure, and ordinances.
• Manages the Ground Transportation permit process, reviews applications, approves permits, and issues permits, properly communicating with the applicant as necessary through the process.
• Provides oversight and governance of the Authority’s parking operations subsidiary to ensure alignment with SRAA strategic, financial, and operational objectives.
• Reviews and analyzes subsidiary financial reports including revenue performance, operating expenses, and capital planning.
• Partners with subsidiary leadership on rate-setting strategy, revenue optimization, and business planning
• Develops and maintains ground transportation KPI’s and related dashboards.
• Oversees the contracts with ground transportation providers (RACs, TNC, Taxi, Courtesy Shuttles, etc.), serving as the airport liaison to the vendors to ensure compliance with the contracts.
• Administers ordinances and polices related to public parking fees and all related correspondence.
• Inspects ground transportation vehicles to ensure that they are properly licensed and authorized to operate at the airport.
• Inspects ground transportation vehicles for ongoing compliance with current vehicle equipment requirements.
• Daily spot checking of parking operations, ensuring passengers are easily and quickly able to enter, find parking and exit the facilities.
• Ensure proper signage is displayed for communication to passengers of lot availability.
• Monitors the arrival and departure of transportation carriers required to maintain scheduled operations and record exceptions to schedules.
• Gathers data relating to parking facility usage and performs regular analysis, including month-to-month, year-to-year, peak usage, and other necessary reports.
• Provides feedback to improve the passenger parking experience.
• Sharing capacity updates with internal team members to ensure that passengers have the ability to easily navigate parking options.
• Ensures that drivers of various ground transportation vehicles conform to regulations regarding loitering or entering the baggage wing of the terminal.
• Leads parking and ground transportation goal setting and planning sessions, to ensure that parking capacity and operations align with airport mission, vision, values and goals.
• Supervises and participates in informing the public of various ground transportation services, places of interest, etc.
• Conducts investigations, appropriately and in conjunction with airport security and law enforcement, of incidents concerning violations that pertain to rules and regulations of the airport ground transportation program.
• Assesses public parking needs and makes recommendations to enhance customer service and the efficiency of airport parking operations.
• Evaluates performance of the subsidiary and all other contracted partners and provides feedback to key operators while guiding performance commensurate with SRAA expectations.
• Provide valuable input to all planning and construction related to the airport’s public parking and CONRAC facilities.
• Analyzes ground transportation and parking facility needs and assist the CCO in the development of the annual budget.
• Inspects parking facilities and identifies maintenance/upgrades needed, communicating those to the appropriate parties, including the parking operations subsidiary.
• Prepares a variety of reports regarding ground transportation activities and violations of ordinances, laws or regulations.
• Answers inquiries and complaints from customers regarding ground transportation, parking operations, parking regulations, and traffic concerns and citations
• Manages the records for ground transportation and parking operations in compliance with the Authority’s records retention schedule.
• Performs other related duties as assigned.
