About The Position

The Grassroots & Community Relations Manager will help bring real stories from real people to life, help build relationships in the communities where Turo operates, and activate Turo's community of hosts and guests as advocates for peer-to-peer car sharing policy across the country. This role sits at the intersection of grassroots advocacy, community partnership, and policy communications — and it requires someone who is equally comfortable executing a digital advocacy campaign and building a relationship with a local community organization. The ideal candidate is a strong writer who can translate complex policy issues into clear, human language, possesses good instincts and sound judgment, and can move fast without cutting corners. They should be quick-witted, intellectually curious, and down to earth, willing to try new things and manage numerous projects with tight deadlines. Enthusiasm, teamwork, and cross-functional collaboration are key to success in this fast-paced environment.

Requirements

  • 3 or more years in grassroots advocacy, community organizing, campaign field operations, community relations, public affairs, or a closely related field — with interest in candidates who have worked in or alongside nonprofit, political campaign, advocacy, or in technology companies.
  • Strong writer: Able to translate complex policy issues into clear, compelling language for non-expert audiences. Experience writing for advocacy campaigns, community programs, or policy communications is a plus.
  • Sound political judgment: Understands the Government Relations context of community work — knows when a partnership advances a policy goal, when a story helps or hurts a campaign, and how to navigate stakeholder relationships with tact and professionalism.
  • Executes with ownership: Takes a brief and runs with it. Comfortable operating in a fast-moving environment where priorities shift and campaigns launch quickly — able to deliver with limited oversight and hold themselves accountable to outcomes.
  • Relationship builder: Adept at building trust across diverse communities, stakeholder groups, and internal teams, equally comfortable with a Turo host, a community partner, and a legislative staffer.
  • Moves fast with quality: Able to juggle multiple campaigns, relationships, and deadlines simultaneously without losing quality or judgment.

  • Willing to travel: Available to travel as needed to support market-level grassroots and community work as the program expands nationally.

Nice To Haves

  • Familiarity with digital advocacy platforms (e.g. Speak4, Phone2Action, Quorum) is a plus.
  • Must be comfortable using AI to execute campaigns as appropriate.

Responsibilities

  • Drive national grassroots advocacy campaigns: Partner with the head of grassroots and community to develop and execute digital and in-person grassroots campaigns that activate and educate Turo community members regarding peer-to-peer car sharing policy initiatives that will impact them.
  • Build and activate Turo's advocate network: Identify, recruit, and develop Turo hosts and guests to engage with policymakers as constituent advocates – gathering their stories and deploying them at the right moments in legislative campaigns on the state and federal level.
  • Develop and manage community partnerships: Identify and build relationships with community organizations, civic groups, and local stakeholders in key markets to establish Turo as a trusted civic actor.
  • Plan and execute community events: Organize virtual and in-person events with Turo hosts, guests, and community partners to build an engaged network of advocates and strengthen Turo's presence in key markets.
  • Create compelling content: Contribute to Turo's grassroots website and program — amplifying advocate stories, campaign copy, newsletters, and educational materials that make complex policy issues accessible to non-expert audiences.
  • Support policy communications: Collaborate closely with the Policy Communications Manager on content development, narrative opportunities, and messaging consistency across GR communications efforts.
  • Represent Turo externally: Identify and attend community events, legislative hearings, and stakeholder meetings as needed, serving as a credible, authentic ambassador for Turo and its community.
  • Collaborate cross-functionally: Work closely with communications, marketing, legal, and the broader GR team to ensure alignment on campaigns, community-facing content, and market-level strategy.
  • Keep the programs running: Handle the operational backbone of the grassroots and community relations programs — processing vendor invoices and payments, coordinating contracts with legal and finance, managing event logistics and budget tracking, and providing general administrative support that keeps the work moving.
