About The Position

The Grants Services Administrator supervises, directs, and evaluates assigned staff, developing and overseeing employee work schedules to ensure adequate coverage and control. This role involves processing employee concerns, counseling or disciplining as appropriate, completing employee performance appraisals, directing work, acting as a liaison between employees and management, and training staff in operations, policies, and procedures. The position plans and implements the County’s annual Human Services grant cycle, which provides resources for victim assistance, youth development, child and family welfare, and senior services. Responsibilities include developing statements of work and programmatic specifications for RFPs and grants, administering the grant selection process, participating in the review and selection of awardees, and developing and administering service contracts for recipients. The role involves monitoring programs at both macro and micro levels to ensure consistency with the consolidated plan, tracking expenditures, evaluating program design and implementation, performing risk assessments, developing performance measures, and drafting written agreements with sub-recipients. Additionally, the Administrator serves as a liaison between the department and partnering agencies, provides technical assistance, resolves problems, coordinates training, identifies and initiates corrective action for customer service issues, monitors eligibility and accounting records of sub-recipient organizations, and supervises file maintenance. The position also assists the Director with oversight of department compliance, coordinates the development of annual performance measures, utilizes Betterworks software for KPI tracking, interprets complex regulations, develops/revises policies, and provides technical guidance. Budget management, financial reporting, cost-effectiveness analysis, statistical data compilation, and long-term planning for Human Services program delivery are also key aspects of this role.

Requirements

  • Bachelor’s degree in Public Administration, Business Administration, Community Development, Accounting or closely related field required.
  • Five years of progressively responsible experience in program administration and/or evaluation, preferably in human services or community development program area.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver’s license.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, including developing work schedules, processing concerns, counseling/disciplining, completing performance appraisals, and training staff.
  • Plans and implements the County’s annual Human Services grant cycle, developing RFPs, administering the grant selection process, and developing service contracts.
  • Monitors programs at a macro level to ensure consistency with the consolidated plan, tracks expenditures, evaluates program design, performs risk assessments, and develops performance measures.
  • Monitors individual human services projects at a micro level, reviewing performance of grant sub-recipients, public service lessees, and subsidized homeowners to ensure compliance.
  • Conducts site visits and desk top reviews of sub-recipients, lessees, and other program participants to assess progress and reviews financial expenditures.
  • Serves as a liaison between the department and partnering agencies and sub-recipients, providing technical assistance, answering questions, and resolving problems.
  • Identifies, documents, and initiates corrective action for customer service issues or potential discrepancies in program compliance, and provides follow-up measures.
  • Monitors eligibility of sub-recipient organizations and their accounting records for compliance with local, state, and federal regulations.
  • Supervises and participates in the maintenance of files and records pertaining to monitored programs, compiles administrative and statistical data, and prepares reports.
  • Assists the Director with oversight of department compliance, coordinates the development of annual performance measures, and interprets complex federal, state, and county regulations.
  • Develops, reviews, and revises department policies and procedures to ensure consistent application and provides technical assistance and guidance.
  • Develops and monitors program budgets, prepares budget requests, and prepares financial and program activity reports.
  • Gathers, complies, and analyzes complex statistical data and prepares program activity reports, correspondence, and other documents.
  • Assists the Director with long-term planning for Human Services program delivery, makes recommendations for project/program activities, and maintains resource files.
