The Grants Services Administrator supervises, directs, and evaluates assigned staff, developing and overseeing employee work schedules, processing employee concerns, and completing performance appraisals. This role acts as a liaison between employees and management, and trains staff in operations, policies, and procedures. The position plans and implements the County’s annual Human Services grant cycle, which provides resources for victim assistance, youth development, child and family welfare, and senior services. Responsibilities include developing statements of work for RFPs and grants, administering the grant selection process, and developing and administering service contracts. The role involves monitoring programs and sub-recipients for compliance with agreements and regulations, tracking expenditures, evaluating program design and implementation, performing risk assessments, and developing performance measures. The Administrator also serves as a liaison between the department and partnering agencies, provides technical assistance, resolves problems, and coordinates training workshops. Additionally, this position identifies and initiates corrective action for customer service issues and compliance discrepancies, monitors the eligibility and accounting records of sub-recipient organizations, and maintains program files and records. The Administrator assists the Director with department compliance oversight, coordinates the development of annual performance measures, interprets complex regulations, and develops/revises department policies and procedures. Budget management, financial reporting, and long-term planning for Human Services program delivery are also key responsibilities, including making recommendations for program activities and developing resources for program expansion.
