About The Position

Assist the County Treasurer in daily operations including grant and revenue processing/management. This role involves identifying grant opportunities, analyzing guidelines, collaborating with departments for grant writing, preparing application packages, monitoring grant expenditures and receipts, tracking project milestones, preparing reports, and overseeing grant closeout processes. Additionally, the position assists the County Treasurer with cash receipts, accounts receivable, banking, and performing clerical duties.

Requirements

  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply common sense understanding to carry out detailed by uninvolved written or oral instructions.
  • Ability to deal with problems involving a few concrete variables in standardized situations.
  • Proficient in Microsoft Word and Excel.
  • Associate’s Degree or equivalent from a two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience.

Responsibilities

  • Identify federal, state, regional, and other applicable grant opportunities aligned with county government operations and priorities.
  • Analyze Notice of Funding Opportunities (NOFOs) and grant guidelines to determine eligibility and project feasibility.
  • Collaborate with department heads to gather information to assist in grant writing and proposal development.
  • Write technical proposal narratives, executive summaries, and program outlines tailored to grantor criteria.
  • Prepare application packages, including detailed line-item budgets, cost-share/matching fund breakdowns, and performance metrics.
  • Coordinate inter-departmental efforts to gather supporting documentation, data, and letters of support as applicable.
  • Monitor all grant expenditures to ensure funds are spent in compliance with local, state, and federal regulations.
  • Monitor all grant receipts to reconcile against project expenditures for financial reporting.
  • Track project milestones and budget variances throughout grant lifecycles.
  • Prepare and submit all related and required reporting for grant activity.
  • Oversee grant closeout processes and maintain complete, audit-ready documentation and records.
  • Assists the County Treasurer in areas of cash receipts, accounts receivable, and banking.
  • Takes deposits to area financial institutions as assigned by the County Treasurer.
  • Performs clerical duties for finance and personnel staff such as word processing, copying, filing, etc.
  • Any other duties as assigned by the County Treasurer.
