About The Position

In conjunction with the Assistant Director, assists in managing the day-to-day operations of the Ryan White Grants OR Section 8 program to include reviewing legislation, policies, and procedures relevant to the health, social service, and/or voucher programs to ensure compliance. Management Scope: Grants Program: Assists in supervising exempt and non-exempt staff members, with oversight of forty (40) sub-recipient agencies receiving funds from five (5) federal and state grants totaling approximately $20+ million OR Voucher Program: Section 8 Voucher Program totaling $30+ million and 4,000+ vouchers.

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Public Health, Law, Business, or in a job related field of study.
  • Four (4) years of professional work related experience, including two (2) years supervisory experience.
  • Must possess knowledge of federal, state and local HIV/AIDS health and social service agencies and grants related to public health and human services management and administration.
  • Must also demonstrate an ability to understand issues related to HIV/AIDS program and fiscal compliance, quality assurance, outcome assessment, cost effectiveness, data interpretation and evaluation, and program planning.
  • Knowledge of standard software applications.
  • Ability to effectively communicate, both verbally and in writing and establish and maintain effective working relationships with employees, departments and the general public.

Responsibilities

  • Assists in managing the day-to-day operations of the Ryan White Grants Compliance Division OR Section 8 Programs, including hiring, training and evaluating staff.
  • Reviews federal and state legislation, policies and procedures relevant to health, social service and/or voucher programs, to ensure compliance by the County, sub-recipient agencies and governing bodies.
  • Oversees the procurement process to sub-recipient agencies, including development of requests for proposals.
  • Oversees components of grant OR voucher application/issuance and grant compliance reporting for assigned program.
  • Assesses the effectiveness of the current health, social services, and voucher delivery system; and develops collaborative relationships between local, regional and state representatives, if applicable, to develop an effective continuum of care and services.
  • Serves as a liaison for Dallas County, communicating service-related information, between grantors; sub-recipient agencies, and community groups and organizations.
  • Performs other duties as assigned.
