About The Position

The Grants Coordinator is responsible for maintaining and enhancing PSTA’s grant and capital project management systems to ensure activities are executed accurately, timely, and in full compliance with funding requirements. Given that a significant portion of PSTA’s capital and operating funding is grant-funded, this role plays a critical part in safeguarding the Authority’s financial resources by preventing inaccuracies that could result in funding loss. The position exercises independent judgment in matters of significance related to grant and project accounting and coordinates closely with departments across the Authority to support organizational goals and ensure regulatory compliance.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting or related field.
  • Must have a minimum of three (3) years of professional experience in a business-related field.
  • Computer software applications such as Microsoft Excel, Word, and PowerPoint and previous experience with accounting.
  • Must be able to establish and maintain an effective working relationship with personnel at all levels of management.

Responsibilities

  • Plans, coordinates, and completes division activities involving grants and capital projects.
  • Ensures proper procedures and internal controls related to grants and capital projects are in compliance with federal and state regulations and Generally Accepted Accounting Principles.
  • Works with the Senior Manager FP&A on grant compliance with thorough knowledge and understanding of all grants-related federal regulations, circulars, and directives. Keeps current on all federal, state, and local funding programs and all associated requirements in order to assist staff with grant issues.
  • Assist the Senior Manager FP&A with processing new projects, tracking existing projects, and working with Project Managers on modifications and closeouts.
  • Prepares monthly project reports and advises management on trends, open items, and recommended courses of action.
  • Assists the Grants Administrator and Senior Manager FP&A with preparation of the Federal Transit Administration Triennial Review, including documentation, program updates, logistical planning with consultants, corrective actions and assistance with grant funding agencies.
  • Prepares grant drawdowns and expense reimbursements.
  • Prepares required grant funding agency reports and invoices.
  • Assists with data entry into the ERP system for projects and grants.
  • Work with outside grant agencies as needed to ensure compliance and consistency of invoices and reports.
  • Schedules and coordinates monthly and year-end work related to grants and capital projects.
  • Prepares various financial and milestone reports monthly, quarterly and at year-end to ensure accuracy, completeness and timeliness of financial information.
  • Assist Sr. Manager FP&A in the preparation of journal entries and reconciliations, as assigned.
  • Assist with the annual CIP budget process.
  • Participates in interim and year-end audit activities assisting with the preparation of year-end audit confirmations and other audit related functions as needed.
  • Assists the Director of Accounting and Chief Financial Officer with the development of the Annual Comprehensive Financial Report (ACFR).
  • Prepares the National Transit Database grant information.
  • Develop instructional documents, templates, and standard operating procedures; recommend process improvements to enhance efficiency and accuracy.
  • Perform other duties as assigned.
