About The Position

The College of Arts & Sciences at Georgia State University is transforming lives through its research advances, career-empowering teaching, and work with community partners. As the largest college on the Atlanta Campus, it serves over 15,000 students, 550 faculty, and 300 staff members. The College of Arts and Sciences is seeking to hire an experienced Grants & Contracts Officer II to perform pre-award activities for a large, complex, and diverse portfolio of federal, state, local, and private grants, contracts, and agreements. This role involves preparing budgets, budget justifications, and submitting proposals in collaboration with OSPA, ensuring compliance with agency and university guidelines and deadlines. The position also involves interpreting funding regulations, acting as a backup for post-award activities, and managing award setups and budget updates.

Requirements

  • Bachelor's degree
  • Three years of related experience or a combination of education and related experience.

Responsibilities

  • Perform pre-award activities for federal, state, local, and private grants, contracts, and agreements.
  • Prepare budgets and budget justifications.
  • Submit grant and contract proposals in collaboration with OSPA.
  • Ensure all applications meet agency and university guidelines and published timetables and deadlines.
  • Ensure proposals are entered and routed in a timely manner for review.
  • Work with the central research office on the submission of electronic proposals and assist with problems and issues.
  • Interpret regulations and guidelines of multiple funding programs.
  • Act as back-up for post-award G&C IIs in the college when needed.
  • Manage award management activities.
  • Work on new grant proposals with faculty as assigned.
  • Ensure all proposal elements (required documentation, budget, cost share, sub-contracts, etc.) are consistent, accurate, and complete.
  • Develop budgets and budget justifications, including proofing the budget.
  • Advise PIs on administrative requirements in preparing proposal submissions.
  • Monitor compliance with agency and university regulations regarding submission.
  • Verify all financial information, including the application of appropriate F&A and fringe benefit rates.
  • Handle complex submissions, including interdisciplinary proposals and sub-awards.
  • Collaborate with OSPA on final proposal submissions in various sponsor portals.
  • Receive feedback on final proposals and assist PIs with corrections.
  • Work with PIs on new award setup for initial awards.
  • Assist PIs with updating budgets and routing new awards in the research portal.
  • Work with PIs on setting up advance accounts for pre-award spending.
  • Collaborate with college administrative staff to obtain backup accounts and route advance accounts for approval.
  • Assist PIs with necessary forms for final proposal submission and internal approvals (e.g., F&A waivers, F&A split forms, sponsor-specific forms).
  • Maintain updated pre-award files on the shared drive.
  • Act as backup for the pre-award Assistant Director.
  • Collaborate with post-award G&C officers on various issues, including effort, re-budgeting, and allowable costs.
  • Perform other duties as assigned.
