About The Position

Under general supervision of the Fiscal Bureau Chief, this position is responsible for ensuring the Division and its contracted providers are in compliance with contract requirements. This includes the coordination and oversight of all Division contracting; supervision of the development of Requests for Proposals; drafting and negotiating contracts with program staff; serving as contact with contracted providers monitoring contract compliance; seeking resolution of non-compliance issues; authorizing contract payments and implementation of sanctions for contract non-compliance. This position utilizes various systems to maintain the Division’s contract and to ensure compliance with State and Agency procurement rules and regulations. Requirements

  • Extensive knowledge of the theory and principles of government accounting, procurement and contracting.
  • Thorough knowledge of state procurement, risk management and contracting laws and procedures.
  • Ability to perform intellectual analysis and evaluations in forming a variety of administrative and program management responsibilities; to independently research and interpret information and develop evaluation methods and procedure for state and federal contracts and grants.
  • Excellent written and verbal communication skills.
  • Attention to detail, time management and excellent organizational skills.
  • Ability to establish and maintain positive working relationships with employees, contractors and other agencies in the public.
  • Ability to operate a personal computer in general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, e-mail, internet, and other computer programs.
  • Bachelor’s degree in accounting, finance, business or related field.
  • Two years of job-related experience in finance, auditing, or accounting.

Nice To Haves

  • Experience with contract management and procurement or related high-level administrative support is preferred.
  • Other combinations of directly related education and experience may be considered on a case-by-case basis.
