About The Position

As the Grants Compliance Manager at JASA, you'll play a critical role in ensuring the financial integrity and compliance of the organization’s government and foundation-funded programs. Working closely with Program Management, Development, Finance, and external funders, you'll oversee contract budgeting, financial reporting, grant compliance, audits, and contract administration to support JASA’s mission of serving older adults throughout New York City.

Requirements

  • Bachelor's Degree required
  • Minimum of five (5) years of grants administration experience
  • Experience managing government-funded social service contracts required
  • Experience working within a complex nonprofit organization heavily funded by government contracts required
  • Expert knowledge of grants administration and compliance requirements
  • Strong understanding of New York City and New York State government funding agencies, including HRA, DOHMH, and DFTA
  • Advanced proficiency in Microsoft Excel
  • Proficiency with Microsoft Office Suite, including Word, PowerPoint, and Visio
  • Expert knowledge of Intacct financial software
  • Ability to learn and utilize additional financial and program-specific software systems
  • Strong financial analysis and budget management skills
  • Excellent organizational and project management abilities
  • Ability to manage multiple priorities and deadlines simultaneously
  • Exceptional written, verbal, and interpersonal communication skills
  • Strong relationship-building and stakeholder management capabilities
  • Ability to work independently and exercise sound judgment
  • Strong attention to detail and commitment to accuracy
  • Knowledge of nonprofit financial management and grants administration best practices

Responsibilities

  • Oversee grant and contract compliance activities, budget development, financial reporting, audits, and funder relations to ensure organizational and regulatory compliance.
  • Develop contract budgets, budget modifications, and proposal budgets for New York City and State agencies.
  • Collaborate with Program Management to create and monitor grant budgets.
  • Prepare foundation budgets and financial reports in partnership with the Development team.
  • Develop cost allocations and compliance protocols for new contract awards.
  • Support the preparation of the organization's annual budget and financial reforecasts.
  • Coordinate preparation and submission of contract documentation to funders.
  • Obtain required signatures, insurance certificates, and supporting documentation.
  • Submit required documents through platforms such as NYC Passport, State Financial System (SFS), and other funder systems.
  • Manage annual contract renewal, budget modification, and closeout processes.
  • Prepare and submit subcontractor logs and compliance documentation.
  • Produce monthly, quarterly, and annual invoices for government-funded contracts.
  • Generate and distribute financial reports for funded programs and awards.
  • Monitor spending and compliance with grant budgets and funding requirements.
  • Prepare documentation related to fringe benefits and funder reporting requirements.
  • Analyze and reconcile self-insurance costs and liabilities.
  • Serve as the primary point of contact during audits and compliance reviews.
  • Coordinate document requests and responses with auditors and funders.
  • Prepare and submit tri-annual Indirect Cost Rate (ICR) reports.
  • Stay current on federal, state, and local grant regulations and requirements.
  • Ensure organizational policies and practices remain compliant with funding requirements.
  • Lead trainings on budget development, financial reporting, and compliance procedures.
  • Provide guidance to Program Management regarding contract spending and compliance requirements.
  • Respond to budget and financial reporting questions from program staff.
  • Support continuous improvement of financial policies, procedures, and internal controls.
  • Identify opportunities to improve efficiency and streamline workflows.
  • Develop and implement new procedures to strengthen compliance and operational effectiveness.
  • Support organizational initiatives that improve financial management practices.
