About The Position

The National Program Office (NPO) is an independent office that provides strategic advice, program expertise, and delivers Grants and Contributions (G&C) funding to advance collaborative R&D Projects. The NPO is also the business owner of the NRC’s Collaborative R&D program lifecycle, meaning the process through which programs are developed, approved, assessed, and their performance monitored. The Ideation Fund, within the National Programs Office (NPO), supports exploratory research through two mechanisms: The New Beginnings Initiative ($2M/year) supports small-scale exploratory research projects led by individual NRC employees working with external collaborators who possess complementary capabilities. Proposals for projects of up to one year in duration are evaluated through an internal peer review process, with selected NRC applicants awarded up to $25K in operating funding and their external collaborators awarded up to $25K in grant funding. The Small Teams Initiative ($4M/year) supports the exploration of transformative ideas by NRC teams working with external collaborators who possess complementary capabilities. Proposals for projects of up to 3 years in duration are evaluated through a peer review process, with selected projects awarded up to $1M in operating funding for internal NRC expenses and up to $1M/year in G&C funding for external collaborators. Requirements

  • Post-secondary diploma in a relevant discipline.
  • Significant experience administering and/or delivering programs.
  • Experience in three or more of the following areas: participating in funding call processes, including the development, launch, and delivery of calls for proposals; analyzing/reviewing funding proposals; monitoring grant and contribution (G&C) projects for compliance with funding agreements and G&C policies and directives; reviewing financial and narrative documents, preparing various reports and briefing materials; organizing Peer review committees and processes; leading and/or participating in committees or working groups.
  • Recent experience in interpreting, applying and providing functional guidance to others on procedure, policies, regulations or legislation on government programs both orally and in writing
  • Significant experience in developing, liaising and maintaining effective working relationships with internal and external stakeholders
  • Recent experience in collecting, analyzing, interpreting, and summarizing data and findings, and preparing reports and presentations (for example, in Microsoft PowerPoint) to support program management and decision-making
  • Recent and significant experience working with datasets/databases, such as excel, MS Dynamics, MS Access, SAP.

Responsibilities

  • Coordinating funding application intake processes, peer reviews, and preparing applicant’s guides
  • Undertaking reviews of funding applications for eligibility
  • Support project due diligence and agreement drafting
  • Monitor and report on projects with G&C recipients
  • Prepare guidance material to support program administration, including documentation of program processes and policies
  • Collect, analyze, interpret, and summarize data and findings, and preparing reports and presentations to support program management and decision-making
  • Liaise with diverse stakeholders including NRC researchers and external collaborators
