About The Position

The NC State Highway Patrol (NCSHP) is seeking a well-rounded, focused-driven Grants Administrator II to join our team! The Grants Administrator II position is a non-sworn/administrative position assigned to the Fiscal Section of the North Carolina State Highway Patrol.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution AND 1 year of directly related experience or an equivalent combination of education and experience
  • Knowledge of the general principles of financial management and generally accepted accounting principles and/or grants administration practices.
  • Knowledge of current federal and state grant programs.
  • Knowledge of technical and administrative rules and regulations in the subject area.
  • Project management skills to work as a team to develop new processes and procedures based upon changes in laws and regulations or industry practice
  • Information Analysis and Decision-Making skills to prepare and analyze financial information involving existing issues pertaining to the subject area and to present it in oral and/or written form.
  • Knowledge of and experience managing federal grants and programs associated with them.
  • Experience writing and applying for federal grants.
  • Experience monitoring budgets and reviewing financial reports associated with grants.
  • Experience using Microsoft Word, Excel spreadsheets, and PowerPoint.

Responsibilities

  • Responsible for coordinating and developing the State’s Commercial Vehicle Safety Plan (CVSP) for the MCSAP (Motor Carrier Safety Assistance Program) and assisting the MCSAP Administrator with the oversight and reporting of accurate data to the Federal Motor Carrier Safety Administration (FMCSA).
  • Leads in the collection and analysis of data to support the long-term strategic goals of the States CVSP in the form of data analysis and problem identification, commercial motor vehicle transportation safety objectives, national commercial motor vehicle program activities, and financial management.
  • Responsible for providing the MCSAP Program Administrator accurate data and analyses to prove program justification for multiple grant applications and high priority funding and to justify funding for new program initiatives.
  • Lead on funding applications for MCSAP and responsible for the financial oversight of all FMCSA awarded grant funds.
  • Responsible for financial oversight, submission/monitoring, and providing technical counsel for other grants as assigned.
