About The Position

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado, assisting consumers with questions, complaints, and understanding their insurance. The division also regulates and monitors insurance companies and agents to ensure legal compliance. The Property and Casualty/Strengthen Colorado Homes Enterprise work unit reviews property and casualty insurer rate and form filings, investigates consumer complaints, and assists with insurance-related concerns. With the passage of Senate Bill 26-155, this unit is now responsible for implementing and administering the Strengthen Colorado Homes Enterprise. This initiative uses insurer fee revenue to stabilize Colorado’s homeowners insurance market by awarding homeowner grants for resilient roof systems, supporting workforce development grants, and funding a study on insurance options in wildfire-prone areas. The unit also manages operational and programmatic responsibilities, including compliance with statutory, fiscal, procurement, reporting, and grant administration requirements.

Requirements

  • Five (5) years of progressively responsible, professional experience in gathering, interpreting, and/or reviewing financial transactions and supporting documentation (e.g., financial or accounting records) necessary for analysis of financial information and/or fraud.
  • Five (5) years of progressively responsible, professional experience in grant management, which must include direct responsibility for grant administration (lifecycle management, contract management, sub-recipient monitoring, or compliance oversight) and grant fiscal administration (budgeting, financial reporting, or reconciliation).
  • Associate’s Degree and Three (3) years of progressively responsible, professional experience in gathering, interpreting, and/or reviewing financial transactions and supporting documentation (e.g., financial or accounting records) necessary for analysis of financial information and/or fraud.
  • Associate’s Degree and Three (3) years of progressively responsible, professional experience in grant management, which must include direct responsibility for grant administration (lifecycle management, contract management, sub-recipient monitoring, or compliance oversight) and grant fiscal administration (budgeting, financial reporting, or reconciliation).
  • Bachelor’s Degree and One (1) year of progressively responsible, professional experience in gathering, interpreting, and/or reviewing financial transactions and supporting documentation (e.g., financial or accounting records) necessary for analysis of financial information and/or fraud.
  • Bachelor’s Degree and One (1) year of progressively responsible, professional experience in grant management, which must include direct responsibility for grant administration (lifecycle management, contract management, sub-recipient monitoring, or compliance oversight) and grant fiscal administration (budgeting, financial reporting, or reconciliation).

  • Familiarity with residential roofing standards such as IBHS Fortified Roof Designation.

Responsibilities

  • Administering the full lifecycle of homeowner and contractor training grant programs, from application intake and eligibility screening through disbursement, compliance monitoring, and closeout.
  • Conducting reimbursement review and fiscal compliance monitoring.
  • Researching external funding opportunities.
  • Providing technical assistance to applicants and stakeholders.
  • Maintaining the data and records infrastructure that supports board governance, legislative reporting, and audit.
  • Managing the complete lifecycle of homeowner and contractor grant applications, from intake through award and closeout.
  • Flagging patterns warranting program attention, including geographic gaps in grant uptake, unusual concentrations of ineligibility findings, or contractor performance trends that deviate from program norms.
  • Assisting with developing training materials, guidance documents, and FAQs.
  • Coordinating with the Division's Consumer Services team on consumer-facing program communications, complaint intake, and homeowner inquiries requiring cross-team coordination.
  • Applying the board-adopted prioritization framework accounting for statutory factors of SB26-155, including applicant income, roof age, home size, and geographic hail exposure.
  • Preparing complete, well-organized grant award packages for board consideration.
  • Tracking Enterprise expenditures, encumbrances, grant obligations, and reimbursement activity to support compliance with statutory expenditure requirements and fiscal reporting obligations.
  • Reconciling financial activity for accuracy.
  • Maintaining complete and auditable disbursement records for each grant.
