About The Position

The Grants Accountant provides fiscal grants management including professional technical assistance, preparation, and monitoring related to department budget, fiscal matters, and federal regulations while ensuring fiscal integrity of operations.

Requirements

  • One year of experience in budgeting, auditing, government finance, or grant accounting
  • Bachelor’s degree in Business, Accounting, Finance, Public Administration, or a closely related field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis.
  • Must obtain Maricopa County Certified Agency Procurement Aide (CAPA) certification within six months of hire
  • Must complete background check and fingerprint identification upon hire to successfully secure and maintain DPS Level 1 Fingerprint Clearance Card

Nice To Haves

  • Experience in public sector or non-profit accounting or budgeting environment with specific experience in budgeting, auditing and grants accounting
  • Experience providing technical assistance related to government or non-profit grant accounting, to include experience with compliance of federal grant requirements
  • Experience and knowledge of CGI InfoAdvantage Financial System and OnBase

Responsibilities

  • Assist in preparing departmental and grant budgets, forecasts, and financial projections
  • Maintain and reconcile subsidiary accounts by verifying, allocating, posting, and resolving transaction discrepancies
  • Review the general ledger and analyze expenditures, revenues, payroll, accruals, and cost allocations to ensure compliance with County and grant regulations
  • Prepare grant expenditure reports, invoices, cash draws, and reconcile all drawdowns in accordance with grant and County requirements
  • Prepare reconciliation statements, cost allocations, and correcting journal entries
  • Produce internal and external monthly or quarterly financial status reports, including budget-to-actuals, forecasts, and variance reconciliations
  • Support audit preparation by providing documentation, responding to auditor inquiries, and assisting with corrective action plans
  • Conduct fiscal monitoring of subrecipients to ensure compliance with grant requirements; perform on-site monitoring as needed
  • Use County standard financial reports and create ad hoc reports to provide detailed and high level financial, budget, and expenditure information
  • Maintain working knowledge of OMB Uniform Guidance (2 CFR Part 200) and the Maricopa Grant Manual
  • Investigate financial discrepancies, recommend solutions based on sound accounting practices, and implement corrective actions
  • Prepare and provide financial and budget information for agenda items and departmental reporting
  • Ensure timely and accurate reporting to grantors and department leadership
  • Assist in preparing the Schedule of Expenditures of Federal Awards (SEFA)
  • Perform complex professional accounting functions, including financial analysis, process improvement, and policy/procedure recommendations
  • Obtain and maintain CAPA certification; maintain P Card authority; review and audit departmental P Card usage
  • Conduct on-site audits of P Cards, gift cards, and program financial activities at various locations
