Senior grants specialist responsible for managing complex contractual agreements for the section from inception to close. Conducts work in complex financial operations by the administration, coordination, development, implementation, monitoring and/or oversight of contracts and grants. Responsible for assisting supervisor in training, reviewing correspondence, and reviewing and approving the assignments of others. Assists to establish and amend the section’s manuals, forms, processes, policies and procedures. Continually reviews and provides recommendations for updates and amendments on applicable Florida Statutes, Florida Administrative Code Rules, policies and procedures, manuals, and forms. Serves as the main point of contact for external and internal stakeholders when delegated by the section manager. Composes, coordinates, manages, executes, tracks, and monitors contractual agreements and amendments for fixed capital outlay appropriations and nonrecurring grants to local governments facilitated by the section. Accurately facilitates the development of processes, from drafting contracts to close out. Exercises independent judgement in developing contractual agreements. Reviews required contract related documents for accuracy and completeness. Ensures agreement terms, conditions, and expenditures are compliant with agreement requirements and align with the requirements and procedures specified in applicable Florida Statutes and Florida Administrative Code Rules. Reviews, approves, and processes invoices for payment. Performs financial reconciliations against payments made to validate accuracy of payments to the contractual grant agreement requirements; identifies issues and ensures adjustments are made to resolve issues, if needed. Prepares, analyzes, and updates programmatic and financial reports on grant projects, identify potential problems, concerns, and issues, and makes recommendations relating to area of responsibility to management in a timely manner. Facilitates meetings to coordinate with impacted stakeholders to gather requirements, develop scopes of work, and gather technical details to resolve procurement, contract, and agreement issues. Monitors to ensure contractual obligations are met and suggest corrective actions to management. Completes all activities associated with execution of agreements within the required designated timeframes. Coordinates the planning of agreement monitoring with other Department staff. Completes and submits reports as required or directed. Mains accurate contract file containing all required supporting documentation; keeps contract file current with all documentation and correspondence. Facilitates revisions throughout the review and approval process. Mains current and detailed knowledge about the laws, regulations, and policies affecting the Department, the Division, and applicable grant programs. Completes required training and seek opportunities for professional development to include accepting or volunteering for special learning and development activities. Collaborate with other contract and grant managers to provide training, consultation, direction, technical and administrative assistance. Conducts site visits to ensure service delivery and satisfactory performance of contractual obligations. Participates in team or work group activities as assigned. Perform other related duties as required.
