About The Position

This is a full time, 40 hours per week, Grant Specialist B position in the Public Health Statistics and Performance Management Division in the Health Resources and Access Section. This is a highly professional position requiring effective communication with internal and external partners, critical thinking and decision making, organization, attention to detail and the ability to work independently. Serves as a grant/contract manager and is responsible for the administration and monitoring of multiple grants awarded through the Health Care Screening and Services Grant Program. This includes all aspects of the grant/contract management lifecycle including application development and submission, pre-award tasks, post-award execution and monitoring, fiscal management of grant/contract budgets, grant/contract reconciliation and closeout.

Nice To Haves

  • A bachelor's degree from a college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, grant analysis or administrative work.
  • Expertise with the Microsoft Office suite of desktop applications including Teams, Word, Excel, PowerPoint and Outlook.
  • Knowledge of State of Florida purchasing and contracting rules, procedures and practices
  • Knowledge of State of Florida accounting system

Responsibilities

  • Works with grant awardees on the effective execution of grants/contracts, terms and conditions, and amendments as necessary
  • Provides technical assistance to grant awardees and points of contact.
  • Develops deliverables and prepares agreements and amendments as required.
  • Tracks and reviews quarterly progress reports for grants/contracts.
  • Performs desk and onsite monitoring of assigned grants/contracts (if necessary).
  • Tracks grant/contract budgets and submits invoices to ensure payment within compliance timeframes.
  • Monitors grant/contract expenditures for accuracy and ensures compliance with grant/contract budgets.
  • Monitors daily encumbrance reports to ensure accuracy and coordinates with Division budget staff to resolve any identified issues.
  • Monitors grant/contract payments for accuracy through the Department Financial Information System (FIS) and coordinates with Division budget staff to resolve any identified issues.
  • Responsible for maintaining accurate payment logs for all assigned grants/contracts.
  • Maintains good working relationships and keeps in close coordination with grant awardees and applicable points of contact.
  • Maintains all files on the grant/contract from execution to final closeout.
  • Responsible for entering data into tracking logs to meet compliance requirements and accurate reporting.
  • Works on special projects and reports as needed for the Division.
  • Assists with the continued operations and improvements within the Division.
  • Provide back-up grant/contract management service to the Division Procurement and Contracts Unit
  • Promotes positive working relationships and facilitates ongoing communication and cooperation with both internal and external partners.
  • Supports, coordinates, and represents the Division at meetings, councils, conferences, and other events (virtual or in-person) as needed.
  • Assists with preparation of reports and analyses as requested by the supervisor for use in decision making or reporting to Executive Leadership.
  • Provide technical assistance to local clinics and non-profits that are hosting screening events promoted on the screening statewide website.
  • Work with County Health Departments to coordinate information regarding screening opportunities for the website.
  • Other duties as assigned.
