About The Position

The Utah Division of Air Quality is seeking a driven, analytical professional to take ownership of programs within our environmental funding portfolio. As the Grant Program Manager, you will serve as a strategic anchor for at least one of our grant programs, ensuring that public resources are efficiently utilized to create measurable environmental benefits across the state. Requirements

  • 3+ years experience administering grant programs and managing the full grant lifecycle
  • Experience with grant program development, implementation, oversight, and continuous program improvement
  • Experience with financial management, including budget oversight, expenditure tracking, financial reporting, and implementation of appropriate financial controls
  • Strong organizational and project management skills with the ability to manage multiple projects, deadlines, and competing priorities simultaneously
  • Strong written and verbal communication skills, including the ability to prepare reports, present information clearly, and communicate effectively with technical and non-technical audiences

Nice To Haves

  • A degree in Public Administration, Public Policy, Environmental Science, Sustainability, Business Administration, Urban Planning, Program Management, Project Management, or related field (or equivalent work experience)
  • Experience with federal grant requirements (2 CFR 200), state procurement processes, compliance practices, and publicly funded program administration
  • Proficiency in Google Workspace, Salesforce, and Microsoft Office
  • Experience with environmental programs, vehicle or equipment electrification, workforce development initiatives, or related subject areas
  • Experience with government processes and publicly funded programs

Responsibilities

  • Lead the full lifecycle of grant programs, including program development, implementation, project management, monitoring, and closeout activities
  • Coordinate with project partners, stakeholders, government agencies, private organizations, and community partners to support program delivery and align program activities with established goals and requirements
  • Manage program performance through data tracking, monitoring, analysis, reporting, budget oversight, and communication of program outcomes to stakeholders, leadership, legislators, board members, and the public
  • Work collaboratively in dynamic team environments and adapt to changing priorities and program needs
  • Interpret program requirements and develop effective implementation strategies that support successful program outcomes
  • Take initiative, anticipate evolving program needs, and independently advance projects to achieve successful outcomes
  • Conduct outreach, public engagement, and stakeholder communication to increase program participation and effectiveness
