About The Position

The Grants Unit, within the Budget Management Division of the Deputy Commissioner, Management and Budget bureau, is seeking a City Research Scientist II to serve as a Grant Manager. This role is responsible for managing grant programs administered by the Department of Homeland Security, as well as other grant programs from various entities like the NYS Department of Homeland Security and Emergency Services (DHSES) and the NYS Department of Transportation. The Grant Manager will collaborate with Commands on grant applications and budgets, including modifications, reallocations, extensions, billings, and all fiscal and programmatic reporting. The position also involves reviewing audit proposals and supporting documentation, attending required meetings, and performing budget analyses.

Requirements

  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science.
  • Three years of responsible full-time research experience in the appropriate field of specialization.
  • At least two years of experience in grant management or a related field.
  • Must have at least a master's degree in an appropriate field of specialization and at least two years of experience.

Nice To Haves

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

Responsibilities

  • Managing grant programs administered by the Department of Homeland Security and other entities.
  • Collaborating with Commands in the development and submission of grant applications and budgets.
  • Handling budget modifications/reallocations, grant extensions, billings, and all other fiscal and programmatic reporting requirements.
  • Reviewing audit proposals and supporting documentation.
  • Attending meetings on and off site as required.
  • Performing various budget analyses.
