About The Position

The Grant Post-Award Accountant provides specialized accounting, financial oversight, and compliance support for Olympic College’s portfolio of grants and externally funded programs. This position ensures the accurate accounting, reconciliation, reporting, and stewardship of grant funds while supporting compliance with federal, state, sponsor, and college requirements from award setup through closeout.

Requirements

• A Bachelor's degree in accounting, finance, business administration, or a related field from an accredited college or university is required.
• A minimum of three years of finance or accounting experience, preferably in higher education or nonprofit settings.
• Strong written and verbal communication skills.
• Excellent organizational skills and attention to detail.
• Ability to work collaboratively with diverse stakeholders.
• Knowledge of and experience managing grants through private, federal, and state grant processes.

Nice To Haves

• Experience in the Washington State Community and Technical College System.
• Experience with the SBCTC grants management system program.
• Certificate as a Public Accountant, Certified Governmental Financial Manager, or Management Accountant.

Responsibilities

• Analyze, interpret, and provide recommendations to management regarding new and revised federal and state statutes, regulations, grant requirements, and accounting standards impacting grant administration and financial compliance.
• Review grant award agreements, budgets, and terms and conditions to ensure proper financial implementation and compliance with sponsor requirements.
• Prepare and submit grant-related reimbursement requests, financial draws, invoices, and other funding requests in accordance with award terms, sponsor requirements, and applicable regulations.
• Establish and enter grant setup within the college financial system (CTCLink), ensuring accurate chartstring assignments, budget structures, and reporting attributes.
• Reconcile grant transactions to the general ledger on a monthly basis to ensure grant revenues, expenditures, receivables, and liabilities are accurately recorded and reported.
• Prepare and record grant-related journal entries, including accruals, cost transfers, revenue adjustments, indirect cost allocations, and other general ledger transactions.
• Analyze grant expenditures, budget utilization, payroll allocations, and financial activity to identify errors, variances, compliance concerns, and opportunities for corrective action.
• Validate financial and operational data used for grant accounting, reporting, drawdowns, invoicing, and compliance activities.
• Facilitate regular meetings with grant managers and principal investigators to review financial performance, spending trends, available funding, and compliance requirements.
• Coordinate with Budget and Accounting to document, monitor, and reconcile required matching funds, cost-sharing commitments, and program income.
• Monitor grants for compliance with fiscal, financial, and operational requirements and communicate concerns and recommended corrective actions to management.
• Ensure grant expenditures are allowable, allocable, reasonable, and properly documented in accordance with Uniform Guidance, sponsor regulations, and college policies.
• Perform ongoing account reconciliations between grant records, subsidiary ledgers, payroll systems, and the general ledger to ensure completeness and accuracy.
• Research, investigate, and resolve accounting discrepancies, audit findings, and financial irregularities in a timely manner.
• Work with finance departments to track, monitor, and project grant cash flow throughout the grant performance period.
• Review payroll distributions, time and effort certifications, employee benefit allocations, and indirect cost charges for compliance and accuracy.
• Manage time and effort reporting processes, providing guidance and training to faculty and staff while ensuring compliance with grant budgets and federal requirements.
• Maintain strong internal controls over grant accounting, reporting, and financial management activities.
• Prepare, review, and submit quarterly, annual, interim, and final financial reports required by sponsoring agencies and regulatory organizations.
• Generate periodic financial reports, budget-to-actual analyses, cash flow reports, and grant performance summaries for management and stakeholders.
• Compile, analyze, validate, and interpret financial data to support decision-making, grant oversight, audits, and strategic planning.
• Develop financial dashboards, reporting tools, and performance metrics to monitor grant activity and spending trends.
• Review and approve annual disclosures and financial reporting submissions to the State Board for Community and Technical Colleges and other agencies.
• Monitor grant reporting deadlines and ensure all required financial reports, invoices, reimbursement requests, and drawdowns are completed accurately and submitted on time.
• Provide management with regular analyses of grant expenditures, remaining balances, budget projections, and fiscal risks.
• Ensure the accuracy, integrity, and completeness of financial data maintained within college financial systems and grant records.
• Review and interpret federal and state regulations, funding source requirements, accounting standards, and college policies affecting grant administration.
• Develop, implement, and maintain grant accounting procedures and internal controls to ensure compliance with federal, state, and institutional requirements.
• Establish college-wide financial policies and procedures supporting effective grants management and regulatory compliance.
• Monitor compliance with 2 CFR 200 Uniform Guidance and other applicable financial regulations.
• Recommend process improvements that enhance efficiency, financial accountability, data integrity, and compliance.
• Participate in the financial review and management of grant-related contracts, agreements, and subawards.
• Ensure compliance with federal and state procurement standards, contract requirements, and financial regulations.
• Assist in drafting, reviewing, issuing, and monitoring subaward agreements and financial obligations associated with grant projects.
• Prepare and support the development of Facilities and Administrative (F&A) Cost Rate Proposals and related documentation.
• Monitor negotiated indirect cost rate agreements, calculate indirect cost recoveries, and ensure proper application and compliance.
• Oversee the financial aspects of contract administration from award establishment through closeout.
• Coordinate and manage grant closeout activities to ensure all financial transactions are recorded, reconciled, and reported accurately.
• Perform final grant account reconciliations and verify expenditures agree with the general ledger, supporting documentation, and sponsor records.
• Work with grant managers, Budget, and Accounting to ensure timely spend-down of funding and compliance with award end dates.
• Prepare and review final financial reports, invoices, drawdowns, and closeout documentation.
• Ensure all financial obligations, accruals, receivables, and cost-sharing commitments are appropriately resolved prior to closeout.
• Maintain complete and accurate financial records to support audits and sponsor reviews following grant closure.
• Participate and help the College develop and define business processes.
• Provide training and guidance to faculty, staff, grant managers, and administrators regarding grant accounting, financial reporting, allowable costs, and compliance requirements.
• Support departments in understanding fiscal responsibilities associated with externally funded awards.
• Monitor and provide guidance in relation to 2 CFR 200 Uniform Guidance requirements to grant recipients.
• Collaborate with faculty, staff, administrators, Budget, Payroll, and Accounting personnel to ensure proper accounting and stewardship of grant funds.
• Partner with program managers and principal investigators to provide financial oversight, budget monitoring, and expenditure analysis.
• Coordinate with Finance, Procurement, Human Resources, and other departments to minimize institutional risk and ensure compliance with grant and contract requirements.
• Serve as a financial resource for grant stakeholders, providing accounting expertise and recommendations regarding fiscal management of awards.
• Establish and maintain effective working relationships with funding agencies, auditors, and external partners to support successful grant administration and compliance.
