About The Position

Under the general direction of the Associate Deputy Commissioner of the Public Health Laboratory Division (PHLD), the Financial Analyst IV will perform highly advanced (senior-level) financial analysis and monitoring of the Epidemiology and Laboratory Capacity (ELC) cooperative agreement and other grants awarded to PHLD. Oversees grant financial management for ELC and PHLD cooperative agreements and grants. Leads external grant coordination, reporting, and submission activities. Provides reports, financial oversight, and risk management to DSHS and Laboratory leadership. Ensures compliance with federal and state fiscal requirements and agency policy. Serves as Team Lead for Grant Specialists. Performs related duties as assigned. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of state agency budgeting, accounting and procurement practices.
  • Knowledge of grant writing, preparation, and management.
  • Knowledge of and ability to interpret and apply federal and state grant regulations and agency policies.
  • Skill in using a PC and software applications, including Excel, Outlook, Teams, PowerPoint, and Word.
  • Skill in advanced use of Excel, including complex formulas, pivot tables, data analysis; experience with automation and VBA preferred.
  • Ability to work independently and deliver results.
  • Ability to design, manage, and improve financial systems and reporting processes, including use of automation tools.
  • Advanced ability to analyze and interpret financial data and produce accurate, actionable reports.
  • Ability to prepare, review, and evaluate detailed financial reports and supporting documentation.
  • Strong problem-solving and critical thinking skills to evaluate issues and implement effective solutions.
  • Ability to adapt to change or modify behavior in response to changes in situations or priorities.

  • Experience in financial monitoring, funding/resource allocation, budget, accounting, or other financial experience, 2 years required
  • Experience in preparing financial reports, required.

  • Experience with MS Office (Microsoft Word, Outlook, Teams and Excel) or other database programs, required.
  • Bachelor’s degree in Accounting, Business Administration, Finance, Economics or related field, required.

Responsibilities

  • Oversees grant financial management for ELC and PHLD cooperative agreements and grants.
  • Oversees the financial planning, monitoring, and analysis of grants and grant-funded projects across DSHS.
  • Performs highly complex financial analyses to support expenditure tracking, forecasting, and decision-making.
  • Evaluates financial and operational impacts of awarded grants and new funding opportunities.
  • Develops and maintains financial reporting structures, tools, and processes to support program activities and ensure consistency, accuracy, and audit readiness.
  • Serves as technical advisor on financial matters and provides guidance on financial best practices, internal controls, and regulatory requirements.
  • Leads external grant coordination, reporting, and submission activities.
  • Coordinates with the Funds Coordination and Management Branch (FCMB) to prepare grant applications and fulfill reporting requirements.
  • Performs final programmatic review and approval of budgets, federal financial forms, progress reports, and other required documentation prepared by grant and technical staff.
  • Ensures all submissions meet federal and agency requirements prior to submission.
  • Communicates FCMB feedback and federal requirements to grant coordination staff and ensures timely and accurate completion of deliverables in accordance with established deadlines.
  • Collaborates with FCMB to strategize post-award actions and resolve issues through adherence to agency, state, and federal regulations to ensure appropriate stewardship of federal funding.
  • Provides reports, financial oversight, and risk management to DSHS and Laboratory leadership.
  • Communicates grant financial status, risks, and opportunities to leadership.
  • Prepares financial progress reports and develops expenditure forecasts and long-term financial plans.
  • Monitors financial performance and identifies risks or variances, coordinating with leadership to resolve issues and implement corrective actions.
  • Recommends strategies to mitigate financial and compliance risks.
  • Develops standardized templates, trackers, and dashboards to improve visibility into grant performance and support informed decision-making.
  • Ensures compliance with federal and state fiscal requirements and agency policy.
  • Interprets applicable federal and state laws, regulations, and DSHS policies to ensure grant activities remain compliant.
  • Evaluates accounting records, financial statements, management practices, and internal controls to identify risks and ensure adherence to fiscal requirements.
  • Reviews grant-related projects for financial completeness, consistency, and compliance with established standards.
  • Prepares reports on the financial and operational impacts of legislative proposals and communicates applicable requirements to leadership and staff.
  • Serves as Team Lead for Grant Specialists.
  • Provides functional leadership, technical guidance, and mentoring to grants staff.
  • Oversees workload prioritization, quality control, and review of staff work products to ensure accuracy, consistency, and compliance with federal and agency requirements.
  • Standardizes processes and delivers training to promote continuity and strengthen internal controls.
  • Identifies and implements process improvements to enhance efficiency, transparency, and overall effectiveness of grant financial management operations.
  • Performs related duties as assigned.
  • Includes participation in disaster response, recovery efforts, and Continuity of Operations (COOP) activation as required.
  • May involve alternate work schedules or locations.
  • Ensures compliance with DSHS Laboratory and all applicable local, state, and federal safety guidelines.
