About The Position

An employee of this class is responsible for performing complex legislative analysis and monitors changes in legislation, regulations, and any policies that may impact Ontario International Airport’s (ONT) operations and services. Incumbents in this classification report directly to the Director of Government Relations. The Government Relations Manager serves as a liaison in support of legislative activities and intergovernmental affairs while collaborating with key elected officials and other stakeholders to accomplish desired objectives.

Requirements

  • Ability to develop and establish strong working relationships with key partners as demonstrated by the level of two-way communication and feedback
  • Ability to work independently as well as within a team environment
  • Familiarity with, and basic understanding of, the preparation, analysis, and evaluation of reports and statements
  • Familiarity with event planning and project management principles
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, and Outlook)
  • Ability to consistently demonstrate the values of OIAA
  • Bachelors’ degree in Public Policy, Public Relations, Communications, Political Science, or a related field is required.
  • Five (5) years of progressively responsible experience in public affairs or government relations performing policy analysis, legislation and/or regulation interpretation and report writing.
  • Valid Driver’s License equivalent to a California Class C driver’s license.
  • Acceptable driving record at time of appointment and throughout employment.
  • Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT.

Responsibilities

  • Analyzes new and proposed legislation which affect operations and services; determines probable impacts of legislation.
  • Performs policy analysis; compiles and analyzes data; plans and coordinates the development of new and revised programs based on updates or changes to legislation.
  • Communicates legislative changes or probable outcomes to senior management and provides support in communicating changes.
  • Monitors legislation as it goes through the legislative process.
  • Quickly and appropriately identifies, addresses, and mitigates unforeseen and/or rapidly unfolding events that may negatively impact relationships between the airport and its stakeholders, keeping senior management appropriately advised.
  • Interacts with senior management regarding legislation, priorities, needs, and updates.
  • Actively participates in government and/or industry lobbying efforts.
  • Assists in the development and advancing of policy positions through liaisons with governmental staff.
  • Monitors circumstances that have impact on regulatory situations on a federal level.
  • Ensures compliance with applicable, federal, state, and or local laws, regulations, and/or rules, standards, and guidelines.
  • Fosters productive relationships and interacts with local, state, and federal groups and associations as needed to accomplish desired objectives; represents and articulates legislative views/interests and advocates on legislative issues based on the airport’s needs.
  • Makes presentations to departments, committees, community groups, legislators, and legislative committees.
  • Prepares letters of support or opposition, staff reports, directives for use by designated staff members, and other related documentation.
  • Identifies and monitors grant funding opportunities that align with organizational priorities.
  • Collaborates with internal stakeholders in the preparation of funding applications, including research, proposal development, and submittals.
  • Evaluates and responds to protocol requests and coordinates with necessary departments.
  • Assists with planning and execution of Government Relations internal and external events.
  • Represents the OIAA at industry conferences and related events as necessary.
  • Sets up training, schedules meetings and other activities related to legislative or intergovernmental needs.
  • Does related work as required.
  • May occasionally be assigned to other duties for training purposes, technological changes or deficiencies or for emergency response.
