About The Position

Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Government Relations Analyst. In this position, you will play a key role in supporting Trans Mountain’s government relations efforts through strong written analysis, issue monitoring, and the preparation of high-quality briefing materials for senior leadership. This role is central to ensuring that Trans Mountain’s engagements with governments are well informed, clearly articulated, and grounded in accurate, timely information. The successful candidate will demonstrate excellent judgment, exceptional writing skills, and the ability to distill complex political, regulatory, and operational information into concise, decision-ready materials to support senior level engagement.

Requirements

  • Post-secondary degree in Political Science, or related discipline.
  • 6-9 years of experience in government relations, public policy, political offices, government, stakeholder engagement, or a related field.
  • Demonstrated excellence in writing, editing, and analytical thinking, with experience producing high quality briefing notes or decision materials.
  • Strong ability to quickly understand complex issues and summarize them clearly and accurately.
  • Proven attention to detail and ability to manage multiple files and deadlines simultaneously.
  • Sound judgment and discretion when working with sensitive or high-profile information.
  • Comfortable supporting senior leaders with clear, reliable, and well-structured written materials.
  • Ability to work collaboratively across teams in a highly regulated and politically sensitive environment.
  • Working knowledge of communication etiquette with regard to various government officials.
  • Communication with internal and external stakeholders at the executive and various ministerial levels.
  • Knowledge of writing for government format and executives.
  • Attention to detail, presentation preparation (briefs, slide decks), with a strong awareness for reputational risk.
  • A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.

  • Interest in infrastructure, energy, or public policy is an asset.
  • Knowledge of the oil and gas pipeline industry.

Responsibilities

  • Collaborate with the Director, Government Relations to determine the scope, structure, prioritization, and framing of briefing notes, backgrounders, key messages, speaking points, and updates, exercising sound judgment under tight timelines and ambiguity.
  • Monitor political, legislative, and regulatory developments and provide timely written analysis and updates, adapting materials as conditions, government priorities, or risk considerations change.
  • Support government engagements by ensuring senior leadership is thoroughly briefed, appropriately positioned, and prepared, while escalating issues that pose reputational, messaging, or engagement risk.
  • Research, analyze, and synthesize complex and evolving political, legislative, regulatory, and stakeholder information into clear, accurate, and decision-ready briefing materials, issue summaries, and written analysis.
  • Collaborate closely with internal partners—including legal, regulatory, operations, Indigenous relations, and communications—to gather input, validate facts, and ensure briefing materials are complete, consistent, and accurate.
  • Track government engagements, issues, and follow-up actions, maintaining organized and reliable records, and ensuring compliance with lobbying registry and disclosure requirements across jurisdictions.
  • Translate technical, operational, and policy information into concise, plain-language materials tailored for senior leaders, government audiences, and internal stakeholders.
