About The Position

The Florida Department of Children and Families (DCF) is seeking an experienced professional to perform as a Systems Consultant within the Economic Self-Sufficiency (ESS) Program at Headquarters. The individual in this position functions as a program consultant responsible for organizing, planning, and managing programs and projects, and implementing program improvements affecting ESS staff and recipients of government assistance administered by the ESS program, such as Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Medicaid. This position serves as a senior individual contributor with lead worker responsibilities, providing guidance, training, and quality assurance support to the ESS Data and Information Technology Unit. This position collaborates with DCF’s Information Technology Services (OITS), management, and developers throughout the analysis, design, and development of ESS system projects to ensure business needs are met. The role clarifies requirements as needed and coordinates the review of system development deliverables, including business requirements and detailed system designs. The incumbent must be organized and detail-oriented, comfortable working with diverse teams, able to anticipate and manage issues, and be able to leverage lessons learned from past experiences. This position is designated as essential and may require extended or non-standard work hours during declared emergencies, including participation in Disaster Supplemental Nutrition Assistance Program (DSNAP) operations.

Requirements

  • Must be a current FL DCF employee
  • 4 years (48 months) of experience identifying and analyzing business system and technical requirements.
  • 5 years (60 months) of experience in Economic Self-Sufficiency programs (Florida SNAP, TANF, and Medicaid eligibility policy).
  • 2 years (24 months) of experience working with large and complex database management systems.
  • Possesses an understanding of technological trends to bring solutions to the team based on business needs.
  • 5 year (60 months) of documented experience working with the FLORIDA system.
  • 1 year (12 months) of documented data reporting experience.
  • 1 year (12 months) of documented experience in creating and presenting reports.
  • 2 years (24 months) of Excel experience.
  • 2 years (24 months) professional experience working where the primary responsibilities are development focused or have experience in both working within and/or managing a team.
  • A bachelor's degree from an accredited college or university in a related field may substitute for four years of work experience. If selected for this position a copy of the required degree, or official transcripts, in English, will be required.
