About The Position

This is an internal agency opportunity, meaning only current employees of the Florida Department of Agriculture and Consumer Services will be considered. The position is for a GOVERNMENT OPERATIONS CONSULTANT II within the Division of Administration Director’s Office. The role involves designing, building, configuring, and maintaining the department’s Learning Management System (LMS), analyzing policies to develop online course content, providing customer service and troubleshooting for LMS users, developing and delivering training opportunities, identifying and resolving issues, and training staff on the use of the LMS and related programs. Occasional travel is required.

Requirements

• A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in Instructional Systems, Instructional Design, Educational Technology, systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
• A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
• A master’s degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.
• Graduates utilizing education attained in the United States to meet the minimum requirements of a position will not be appointed until verification of the applicable degree has been obtained.
• Foreign trained graduates utilizing a degree attained outside of the United States to meet the minimum requirements of a position must be prepared to provide a copy of a credential evaluation conducted by an Approved Credential Evaluation Agency.
• Requires possession of a valid Class E driver license.

• Skill with preparing, editing and proofing written materials.

Responsibilities

• Designs, builds, configures, and maintains the department’s Learning Management System (LMS).
• Monitors system functionality, researches and resolves LMS issues, and manages division utilization.
• Develops and updates procedures for LMS use, ensures data accuracy, and supports reporting needs, including generating and distributing records and dashboards using tools such as Power BI.
• Analyzes policies, procedures, and program requirements to develop accurate, compliant online course content.
• Collaborates with subject‑matter experts to ensure training materials remain current, accessible, and aligned with departmental standards.
• Provides customer service and troubleshooting for LMS users through in‑person assistance, email, phone, and remote desktop support.
• Responds to and resolves help‑desk tickets, ensuring timely closure and high‑quality service.
• Develops, coordinates, and delivers training opportunities for department employees, including in‑person sessions, webinars, virtual instruction, and electronic communication.
• Supports annual required training, professional development, and specialized training needs.
• Maintains training records, tracking, and documentation.
• Identifies and evaluates problems uncovered through testing, user feedback, or system monitoring.
• Corrects issues when appropriate or refers them to the proper personnel to ensure timely resolution and continuous improvement.
• Trains and instructs staff in the use of the LMS and related programs.
• Serves as a consultant and liaison between divisions and subject‑matter experts in the analysis, design, configuration, testing, and evaluation of training initiatives to ensure standards, objectives, and deliverables are met.
• Provides technical support in multimedia equipment and other training technology.
• Performs special projects and other related duties as assigned.
