About The Position

The incumbent serves as a (dairy) quality assurance advisor to management and is also responsible for coordinating, preparing, and providing required training to the Bureau of Wholesale and Dairy personnel. Ensure the Bureau of Wholesale and Dairy inspector’s training is completed and documented per applicable statute, rule, and established protocols. This position also serves as a quality assurance advisor for the division and prepares and presents oral and written presentations to dairy industry and division personnel.

Plans, directs and participates in field audits of Bureau of Wholesale and Dairy inspectors to ensure compliance with the Pasteurized Milk Ordinance (PMO) and applicable statute and rule. Prepares inspection and inspection report audit policies and procedures to ensure compliance with the Pasteurized Milk Ordinance (PMO) and applicable statute and rules. Develops and maintains statewide quality assurance, quality control, and document control program for the Bureau of Wholesale and Dairy. Serves as technical advisor for dairy program regulations, interpretations, policies and procedures. Provides technical assistance and education to industry. Develops educational materials for industry. Prepares and delivers training to field staff as required.

Perform Interstate Milk Shippers (IMS) compliance ratings of dairy farms, milk processing plants and single service container manufacturing plants in accordance with the Grade A Pasteurized Milk Ordinance, Methods of Making Sanitation Ratings of Milk Shippers and Procedures Governing the Cooperative State-Public Health Service/Food and Drug Administration Program for Certification of Interstate Milk Shippers. Responsible for scheduling and completing IMS ratings to comply with expiration scheduled so that continuity of milk supplies can be maintained in Florida.

Responsible for developing and implementing milk sampling training and approving division personnel to sample milk as a certified Milk Sampling Surveillance Officer who has been certified by United States Public Health Service (USPHS)/Food Drug Administration (FDA). Responsible for developing and implementing Grade A Appendix N inhibitor training, approval and/or certification in accordance with FDA 2400 forms and the Pasteurized Milk Ordinance (PMO) for industry laboratories and personnel as a certified Laboratory Evaluation Officer who has been certified by FDA Laboratory Proficiency Evaluation Team (LPET). Maintain training records and provide proof of certification or approval to management and industry.

This position will provide support to the Bureau of Wholesale and Dairy by administering the requirements of the dairy regulatory program according to the requirements of Florida Statutes, and Department rule, including the requirements of the Grade A Pasteurized Milk Ordinance as needed. This position will be responsible for the completion of inspection and sampling frequency requirements on a quarterly basis if requested by the Bureau of Wholesale and Dairy. This position will also inspect dairy facilities as needed/requested by the Bureau of Wholesale and Dairy. Inspection frequency and procedures are those in accordance with the requirements of Chapter 502, Florida Statutes, and 5K-10. Florida Administrative Code.

Requirements

• A high school diploma or its equivalent and three and a half (3.5) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering.
• A high school diploma or its equivalent and three (3) years of experience as an Environmental Specialist I or higher with the State of Florida.
• A bachelor's degree (4 years) from an accredited college or university and two (2) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering.
• A master’s degree (6 years) from an accredited college or university.
• Possession of a valid Class E driver license.
• Must obtain USFDA certification as a State Laboratory Evaluation Officer within two years of appointment and maintain certification thereafter.
• Must obtain USFDA certification as a Milk Sampling Surveillance Officer within 180 days of appointment and maintain certification thereafter.
• Employees appointed to positions involved in dairy facility inspections under authority of Chapter 502, Florida Statutes, must pass and maintain the training and certification required by Chapter 502 and rule Chapter 5K-10, Florida Administrative Code, within 12 months of appointment.
• This position has regulatory responsibilities and is subject to the provisions of Chapter 112.313, Florida Statutes, and Chapter 60L-36.003, Florida Administrative Code.
• Knowledge of federal, state statutes, rules and regulations.
