This is a professional position within the Division of Disease Control & Health Protection; Contracts Unit of the Division Director’s Office, Operation & Management Section. This position is responsible for serving as contract manager for assigned state health office contracts. The role involves managing current and future contracts, including negotiation assistance, administering, enforcing terms and conditions, facilitating extensions, renewals, and closeouts. The consultant is responsible for reporting requirements and compiling necessary documents for funded programs, as well as providing technical assistance to providers for inquiries and information. Key duties include assisting in the development of contract provider budgets, budget amendments, invoicing, and payment processing and tracking, while maintaining records of action in progress. The position ensures ongoing quality assurance through monthly programmatic desk audit reviews and annual on-site programmatic monitoring of all assigned contracts to assess compliance. It also involves conducting administrative monitoring to assure compliance with state and federal laws (e.g., corporations, public records, E-Verify, EEO, Pro-Child Indoor Act of 1994, Record Retention, Insurance, HIPAA, subcontracts) and fiscal monitoring, including quarterly expenditure review, testing, and fiscal year-end reconciliation. The consultant will also provide technical assistance and facilitate training to County Health Department contract management and program staff as needed.
