About The Position

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection, Beaches Management Funding Assistance section to operate more efficiently and effectively. Manages and tracks grants, contracts, and funding appropriations for the Beach Management Funding Assistance Program and as needed for the Office of Resilience and Coastal Protection, including reviewing documents for accuracy, ensuring compliance with program and Department regulations, and maintaining the program database to track agreements, appropriations, and disbursements. Prepare and compile data for legislative budget requests and long-range program plans for the Local Government Funding Request, Long Range Budget Plan, and Financial Summary Report, submitted to the Governor and Legislature annually for funding consideration and to comply with statutory requirements. Assist in the analysis of grant and loan monitoring by preparing and reconciling daily Flair reports.  This includes reconciling mathematical accuracy, proper coding of amounts and posting to the program databases.  Use database and spreadsheet software to complete reconciliations.  Assist in analysis of variances in reporting and monitors revisions of data.  Efforts include grant initiation review and financial reconciliation. Consult with federal, state, and local officials on matters applicable to the program.  Provide technical assistance, consultative services and direction for development, implementation, and evaluation in public agencies and local governments with regard to grant funds and agreements. Coordinate with project sponsor representatives and their consultants on routing grant agreements and documents for execution; advise them on program rules and policies.  Prepare correspondence and memoranda; provide policy and program administration recommendations; prepare documentation for official project files.  Assists in maintaining various section databases. Review programs, services, forms, reports, and confers with management and users to identify problems and improvements.  Coordinate with the Department of Environmental Protection, Finances & Accounting, and the Department of Financial Services to manage the program budget, track funding appropriation, and maintain grant agreement documents, and prepare documents and reports on program funds as needed.  Also prepares manuals and trains workers in use of new forms, reports, and procedures, according to organizational policy. Performs other duties as assigned.

Requirements

  • Knowledge of basic management principles and practices.

  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to grants management activities.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
  • Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.

  • At least four years of verifiable related experience.
  • Post-secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis.
  • A valid driver license.
