About The Position

This position is within the Division of Administration, Bureau of Finance and Accounting, Financial Management Unit. The unit has numerous responsibilities, with tasks performed daily, weekly, monthly, or annually. This role involves cross-training and shared responsibility for most tasks. The position is a Career Service, State Personnel System Opportunity, meaning only current State Personnel System employees will be considered.

Requirements

  • A high school diploma and eight (8) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A bachelor’s degree from an accredited college or university and four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master’s degree from an accredited college or university can substitute for one year of the required experience.

Responsibilities

  • Completing the agency’s monthly revolving fund reconciliations and coordinating correcting entries with the Chief’s Office.
  • Monthly reconciliation of the Revenue system to Departmental FLAIR and coordinating all correcting entries with the Revenue section.
  • Serving as backup for the monthly reconciliation of Central FLAIR and Departmental FLAIR transactions.
  • Preparation of the annual forms required by the Department of Financial Services for statewide financial statements, including closing and adjusting entries in conformity with governmental generally accepted accounting principles and the Chief Financial Officer's (CFO) instructional package. This includes preparation of cash flow statements.
  • Researching accounting transactions and questions from the divisions.
  • Assisting the Finance and Accounting Director III in reviewing negative release balances and error transactions, and working with appropriate staff to determine corrective actions.
  • Researching questions from the Office of Policy and Budget, which may include providing supporting documents for the department’s Legislative Budget Request, coordinating estimated revenues, working with other agencies, submitting budget amendments, compiling the non-operating budget request, and providing information to management upon request.
  • Reviewing and uploading batch files to FLAIR via DACN.
  • Preparation annually, or as requested, of the cost statements for specific programs within each division in the department.
  • Analyzing the trial balance for atypical balances and incorrect recording of revenues and expenditures, and communicating findings to the Finance and Accounting Director III.
  • Disaster tracking and reporting, working with divisions and offices to ensure all disaster-related costs are recorded in correct account codes and proper documentation is maintained.
  • Tracking all inter-agency General Appropriations Act (GAA) transfers, updating memos, and corresponding with other agencies.
  • Completing special projects and other related duties as assigned.
