About The Position

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems. The Government Affairs Office leads executive branch engagement for all matters that have international implications and includes building and maintaining relationships with the Departments of State, Defense, and Commerce, and the National Security Council. The Office provides strategic guidance on company pursuits as they pertain to international sales and other company efforts involving foreign governments or companies. The Office also provides policy analysis to business units and company leadership regarding potential international opportunities and the likelihood of U.S. Government support. Further, the Office leads the company’s engagements with industry associations and other non-government partnerships in furtherance of domestic and international priorities. The Government Affairs Office also supports other areas of the company on a broad range of policy, legislative, and regulatory issues, including interfacing directly with key U.S. Government Departments and Agencies to advance General Atomics international interests. The Manager for Global Export Policy reports to the Deputy for Global Export Policy. This person recommends, develops, and manages internal policies and procedures to address all technology release/export requirements early in program planning to facilitate U.S. government approvals and prevent delays to GA-ASI international program efforts. This position supports Government Affairs objectives by developing strategies that maximize the exportability of products and services while facilitating U.S. Government approval of key capabilities for international pursuits. This includes proactively identifying and mitigating potential obstacles to the release of critical technologies, navigation of U.S. Government Technology Release and Foreign Disclosure (TRFD) organizations and processes, and formulation of GA-ASI positions on regulatory issues pertaining to export controls. This position also supports the Deputy, Global Export Policy in addressing various other policy issues, as needed. This includes regional policy matters, Conventional Arms Transfer (CAT) Policy, Unmanned Aerial Systems (UAS) Export Policy, and other pertinent policy issues.

Requirements

Bachelors or Masters in international affairs, political science, or business administration or a related field and twelve or more years of progressively complex experience in domestic and/or foreign sales activities.
May substitute equivalent experience in lieu of education.
General familiarity with DOD and interagency export requirements and processes for international defense sales programs.
Ability to analyze complex policy issues and translate them to practical business guidance
Strong written and verbal communication skills, including drafting policy recommendations and executive-level briefings and information papers.
Experience coordinating across multiple stakeholders and functional organizations.
Ability to manage competing priorities in a dynamic regulatory environment.
Proficient computer skills using Microsoft Office.
Self-starter with the ability to meet or exceed deadlines, prioritize, multi-task, and maintain flexibility in a fast-paced, changing environment.
Ability to obtain and maintain a DOD Security Clearance is required.

Responsibilities

Provides advice, assistance, and support to the Deputy for Global Export Policy on all matters related to TRFD and export policy.
Ensures the Deputy for Global Export Policy is informed and prepared to engage GA-ASI senior leadership on pertinent TRFD and export policy matters.
Collaborates with International Business Capture (IBC) and Profit and Loss (P&L) teams to ensure proper regulatory support exists for international endeavors and USG support is acquired.
Develops export strategies that account for all key milestones and ensure alignment with US Government policy requirements.
Interfaces with MILDEP Weapons and TRFD offices to advance GA-ASI and Government Affairs priorities.
Pre-coordinates GA-ASI international pursuits with U.S. Government TRFD and export communities (NDPC, DSCA, DTSA, SAF/IA, NIPO, DASA DE&C, TSC, TSFDO, etc) in advance of export licensing to facilitate understanding and approval of GA-ASI requests and/or identify and mitigate potential obstacles.
Meets with U.S. Government disclosure/export control communities to address foreign disclosure and export control requirements for major program initiatives.
Attends program reviews and business development meetings to provide TSFD and export regulatory and policy guidance.
Analyzes proposed U.S. Government export policies and legislative changes affecting export controls, technology security, and international cooperation.
Educates cross-functional stakeholders of changes that impact company initiatives.
Organizes and leads structured meetings with GA-ASI and U.S. Government organizations to anticipate, identify and resolve issues impacting TRFD and export.
As required, provides support to Deputy for Global Export Policy on regional, CAT, UAS, and other policy issues.
Composes written documents suitable in form and substance for presentation to senior leadership within GA-ASI, the U.S. Government, and foreign governments. This includes, but is not limited to briefings, information papers, talking points, formal letters, regulatory inquiries, and summaries of meetings or issues.
Provides written weekly updates on activities and progress.
Supports other country or issue-related efforts as needed.
