About The Position

Base is America’s next-generation power company, focused on deploying distributed batteries to create a resilient and abundant electricity system. They are seeking a Government Affairs Lead to monitor the legislative environment nationwide, build state and local relationships, and drive policy changes to support their expansion. This senior role involves setting legislative strategy, building coalitions, and managing resources to effect change in a heavily regulated industry. The Government Affairs Lead will be part of the Legal, Regulatory, Policy Team and will work closely with operating teams to shape policy, educate stakeholders, and facilitate rapid entry into new markets.

Requirements

  • 7+ years of experience in government affairs, public policy, or lobbying with a track record of advancing legislation.
  • Deep knowledge of state legislative processes.
  • Existing relationships with legislators or other relevant stakeholders.
  • Familiarity or involvement with organizations where state legislators develop model policies.
  • Excellent presentation, written, and oral communication skills.
  • Self-starter instincts with strong project management skills.
  • Comfort holding multiple state workstreams simultaneously, managing outside lobbyists, and operating without a large support network.

Nice To Haves

  • Experience in energy, utilities, or a related infrastructure sector is a plus.

Responsibilities

  • Own Base’s government affairs strategy at the state and local level, setting priorities, building relationships with regulators and stakeholders, and driving outcomes that expand where and how Base can operate.
  • Monitor legislative efforts across the country, with a deeper focus on a dozen or so active and target markets; assess business-model impact, and translate findings into recommendations.
  • Track legislation nationally, with a deeper level of involvement in approximately a dozen states, assisted by contract lobbyists.
  • Draft legislation, testimony, comment letters, and position papers; manage external lobbyists and advocacy partners to advance state-level priorities.
  • Build coalitions with industry groups, consumer advocates, and other stakeholders to advance policy positions relating to distributed energy resources.
  • Represent Base at conferences, legislative hearings, and industry forums; develop briefing materials and policy papers that position Base as a credible voice on grid modernization and distributed energy.
