About The Position

Octave OnCall is the public-safety software portfolio behind some of the largest state and local public safety accounts. Our Computer-Aided Dispatch (CAD), Records Management System (RMS), Field Mobility, Analytics, Planning & Response, and Assistive AI products sit at the heart of incident response for agencies protecting hundreds of millions of people. Following Octave's spin-off from Hexagon, we're accelerating a shift to cloud-delivered, AI-enabled public safety — which means our existing on-premises customers need a confident, well-orchestrated path forward, and our new customers expect faster, more predictable deployments than this industry has historically delivered. That's where this role comes in. The Global VP of Services Execution & Transformation owns the end-to-end delivery of OnCall implementation, deployment, and migration services across the globe. You are accountable for the portfolio of customer programs — from a mid-sized PSAP standing up CAD for the first time, to a multi-agency regional consortium consolidating onto OnCall in the cloud, to a 5,000-seat metropolitan police department migrating a legacy on-prem RMS. This is equally a delivery leadership role and a transformation role. You will run the current services organization — project managers, deployment engineers, solution architects, training, and cutover specialists — while simultaneously modernizing how we deliver: shorter time-to-value, repeatable cloud deployment patterns, productized service offerings, partner enablement, and a measurable improvement in margin, predictability, and customer go-live confidence. This role is the operating engine behind a step-change in how OnCall executes. You will partner closely with R&D and Product to compress the distance between what we build and how we deliver it, and you will reshape the services org to match where the business is going — not where it has been.

Requirements

  • Direct experience with CAD, RMS, or field mobility deployments
  • Background as a former 911 director, police technology leader, or fire/EMS IT executive who later moved vendor-side
  • Familiarity with Hexagon / Octave OnCall, Motorola, CentralSquare, Tyler, Mark43, or comparable platforms
  • Experience integrating an AI-assisted offering into an established services motion

Responsibilities

  • Accelerate project excellence. Stand up a PMO, delivery, and technical implementation function operating at a true center-of-excellence standard — consistent methodology, transparent project health, predictable forecasting, and disciplined risk and escalation management across every global program.
  • Shift the operating culture. Move the organization from a customer-feature-requirement mindset (every deployment is bespoke; services absorbs product gaps) to a software-implementation mindset (configure the product, don't customize it; close gaps through the roadmap, not through services hours). This is a cultural shift as much as a process one, and it requires close partnership with R&D, Product, and Sales.
  • Hire, train, and shift talent. Build the team this future needs. Bring in leaders and practitioners with modern SaaS delivery DNA, re-skill tenured talent who know the product and the customer base deeply, and reshape roles so the organization is set up to deliver the new model — not to perpetuate the old one.
  • Tighten the R&D-to-Services loop. Create the operating cadence with Engineering and Product that turns field-learned implementation friction into prioritized roadmap input, and turns roadmap delivery into faster, cleaner deployments. The goal is a flywheel: every project should make the next one easier.
