The Oklahoma Department of Commerce seeks to fill a Global Programs Specialist position. This position is a full-time position in the state government. Position Overview The Oklahoma Department of Commerce is seeking a Global Programs Specialist with three years’ experience writing, managing, and reporting on grants, as well as proficiency in Customer Relations Management (CRM) metrics tracking. A successful candidate will possess excellent organizational, oral, and written communication, and research skills. The Global Programs Specialist serves as a member of the Global Engagement Team and is responsible for the administration of the SBA State Trade Expansion Program (STEP), maintenance of international engagement data and reporting systems, and coordination of international business development activities supporting Oklahoma's global trade and investment strategy. Commerce events occur both on-site and off-site, which may require the Global Program Specialist to travel occasionally (15% of the time).

Responsibilities

  • Administer the SBA State Trade Expansion Program (STEP).
  • Maintain international engagement data and reporting systems.
  • Coordinate international business development activities supporting Oklahoma's global trade and investment strategy.
  • Draft response to annual Notifications of Funding Opportunities for the SBA STEP grant.
  • Work with agency leadership to design the STEP grant proposal for the optimal benefit of Oklahoma small-business exporters, taking into account SBA-determined guidelines.
  • Administer awards among approximately 40 grantees, which entails processing grantee applications for export promotion activities, documenting expenses eligible for reimbursement, and facilitating reimbursements to grantees.
  • Receive feedback from program participants for metrics purposes.
  • Interact with the SBA on all aspects of STEP, including thorough quarterly reporting on grantee activities.
  • Communicate with companies, both written and orally, on the requirements and benefits of the program, including occasional public speaking.
  • Maintain and analyze CRM data in support of agency performance metrics, strategic reporting, and implementation of Oklahoma's international strategy.
  • Develop and distribute recurring reports tracking international engagement, export promotion, and foreign direct investment activities.
  • Enter and maintain records of international engagements, company interactions, events, and project activities within the agency CRM system.
  • Coordinate with recruiting, project management, aviation, defense, and other agency teams to support the collection and reporting of international engagement data.
  • Work with the CRM manager to ensure data quality and format.
  • Support planning and execution of international business development activities, including trade missions, investment missions, diplomatic and consular engagements, international conferences, receptions, executive visits, and strategic outreach activities.
  • Coordinate logistics, registrations, scheduling, stakeholder communications, and follow-up activities associated with international events and missions.
  • Perform other duties as assigned.
