About The Position

The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees. The North Carolina Forest Service is designated as an emergency response Division and is a team of professionals who provide forest protection, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs. The NC Forest Service provides services to the 100 counties in North Carolina. The primary purpose of this position is to support the Data & Technology Branch Manager by managing GIS platforms, ensuring data quality, and performing spatial analysis. This role provides advanced technical support across the agency, develops GIS applications, and serves as the GIS and UAS technical lead for the branch.

Requirements

  • Knowledge of GIS platforms and tools, including ArcGIS Pro, ArcMap, and ArcGIS Online.
  • Ability to manage and analyze spatial data and develop mapping applications.
  • Familiarity with forestry, environmental or agricultural principles and willingness for occasional field work.
  • Strong communication and collaboration skills to work effectively with staff and the public.
  • General understanding of UAS operations.
  • Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.

Responsibilities

  • Administer, maintain, and optimize the ArcGIS Online (AGOL) environment, including catalog management, license distribution, and user coordination.
  • Design and deploy Survey123 forms, Field Maps, web maps, dashboards, and Experience Builder apps.
  • Conduct spatial analysis, data collection, and validation; maintain file and enterprise geodatabases.
  • Develop custom GIS tools, scripts, and automation workflows.
  • Provide GIS training and technical assistance to agency staff.
  • Serve as the UAS Program Coordinator
  • Collaborate with NCFS leadership, field units, and external agencies to deliver solutions.
  • Liaise with state, federal, and interagency partners to align with regulatory standards and best practices.
