About The Position

This role involves updating and maintaining GIS data for Avista’s gas and electric infrastructure to align with as-built designs. The GIS Specialist will collaborate with various cross-functional teams, including Substation, Transmission, Engineering, Compliance, Dispatch, Gas, and Electric Operations, to ensure up-to-date GIS infrastructure data and compliance with mapping requirements. The position offers multiple levels (I and II) to accommodate varying levels of knowledge, skills, and experience.

Requirements

  • GIS certification (for GIS Specialist I)
  • Geography, GIS or related degree (for GIS Specialist I)
  • 2 years related experience (for GIS Specialist I)
  • Basic specialized knowledge, experience and training on construction standards for electrical and gas distribution systems (for GIS Specialist I)
  • 4 years related experience (for GIS Specialist II)
  • Significant specialized knowledge, experience and training on construction standards for electrical and gas distribution systems (for GIS Specialist II)

Nice To Haves

  • Utility industry experience preferred

Responsibilities

  • Read, interpret, and configure traceable elements from various sources such as services, temps, meters, trouble reports, as-builts, blues, underground (ug) developments, overhead/underground reconductor jobs, compliance requirements, high pressure pipe, and gas replacement projects.
  • Review, correct, translate, and complete all finished red-lined construction designs into the geo database.
  • Respond to mapping and data requests from internal customers in a professional manner.
  • Create maps and visual printouts for internal customers.
  • Use built-in QA/QC tools on construction designs posted into default to ensure correct application of construction standards, AFM connectivity, appropriate materials, and government-mandated compliance.
  • Be responsible for the health of the utility GIS data.
  • Reconcile discrepancies/problems between field inventory and other source documents utilizing construction standards knowledge.
  • Understand how to resolve design conflicts in a multi-versioned GIS environment.
  • Provide feedback and moderate technical assistance to design personnel (CPC’s, gas and electric engineering and other GIS users) in properly utilizing AFM and the Design tools.
  • Test proposed AFM code releases for functionality, completeness, connectivity, direct and/or hidden errors and determine where errors may impact data interaction.
