Requirements

  • University degree in urban planning, land surveying, civil engineering, real estate, law, or another relevant discipline.
  • Minimum of 15 years of relevant professional experience in land acquisition, land management, expropriation, or a related field, preferably in large infrastructure or transportation projects.
  • Strong knowledge of land tenure, title, and expropriation frameworks in Québec and Ontario.
  • Strong understanding of GIS-based land management practices and parcel-centric data models.
  • Familiarity with authoritative land and property data sources, including provincial registries and related reference systems.
  • Ability to interpret operational requirements and convert them into practical digital and process-related needs.
  • Experience working in complex project environments involving multiple stakeholders, including public-sector and private-sector participants.
  • Clear verbal and written communication skills, both in French and in English.

Nice To Haves

  • Experience supporting large-scale Permission to Enter activities is considered an asset.
  • Knowledge of federal land-related processes, including Permanence of Works (PoW) and Right of First Refusal (ROFR), is considered an asset.
  • Familiarity with information management standards relevant to infrastructure projects, such as the ISO 19650 family, is considered an asset.
  • Membership in a recognized professional order is considered an asset.

Responsibilities

  • Act as the senior land management subject-matter expert across the Lands Digital programme.
  • Provide practical guidance on land acquisition, land management, and expropriation matters in support of project delivery.
  • Review and validate land data structures, parcel-based workflows, and acquisition-related processes.
  • Help translate operational land management needs into clear business and digital requirements.
  • Support project teams in developing fit-for-purpose workflows, dashboards, and governance approaches.
  • Collaborate with internal teams and external stakeholders on land management matters requiring specialist input.
  • Identify confidentiality, access, and data-use considerations related to parcel and land information.
  • Mentor and support team members by sharing land management expertise and best practices.
