About The Position

San Juan County is seeking candidates for our GIS Program Coordinator position. This is a lead role responsible for all GIS activities within the county, including advanced professional GIS mapping, long-range planning, and engineering work for County departments. The coordinator will manage a team of professional and technical staff to ensure a stable and accessible GIS platform and enhance its functionality. The work is highly technical and collaborative, performed under the direct supervision of the IT Director.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in computer science, GIS, Urban Planning, Geography, Civil Engineering, or a related field.
  • Extensive (5+ years) professional experience in GIS, engineering, surveying, and/or land-use planning.
  • Considerable experience (3-5 years) with computerized databases.
  • Valid Washington Driver's License within six months of hire date.
  • Legally eligible to work in the U.S.A.
  • Knowledge of GIS concepts and methods, digitizing and data manipulation procedures.
  • Knowledge of Environmental Systems Research Institute (ESRI) products and software such as ArcGIS PRO, ArcGIS Enterprise, ArcGIS Online, Portal, geoprocessing tools and extensions, etc.
  • Knowledge of the theories, principles, and practices related to GIS, engineering, surveying, mapping, and land use planning and development.
  • Knowledge of principles and practices of statistical analyses and technology as applied to managing GIS resources, applications, and protocols.
  • Knowledge of database management specifically related to the administration and coordination of GIS.
  • Knowledge of Global Positioning System hardware and software utilization.
  • Knowledge of database and computer system design.
  • Knowledge of leadership and team styles and skills.
  • Knowledge of project management.
  • Ability to work effectively with the GIS team to prioritize and direct the team’s work.
  • Ability to recommend and/or provide appropriate training to GIS staff as needed.

  • Learn existing GIS systems and business functions for an assigned area.

Responsibilities

  • Develops, implements, and maintains computerized GIS databases for County Departments and agencies.
  • Serves as data library steward, managing the flow and dissemination of cartographic (map) output.
  • Oversees the day-to-day work of GIS analysts and technicians.
  • Provides the framework of policies, standards, and procedures for creating, modifying, and accessing spatial data, including maintaining the 4 pillars of GIS Governance: Structure, Controls, Processes, and Performance.
  • Ensures the GIS program delivers reliable, accurate location data for decision-making.
  • Plans and directs GIS enterprise projects for County agencies.
  • Works with other departments, agencies, and users to assess current functionality, determine needs for improved GIS services, and identify additional services.
  • Collaborates with other County agencies, utilities, private sector businesses, non-profits, and Town, State, and Federal governments to develop and establish policies related to community use of GIS data and cartographic outputs.
  • Develops short- and long-range goals and objectives for the County’s GIS system, conducting research, reviewing and analyzing programs and technologies, formulating recommendations, and implementing strategies and solutions for GIS applications.
  • Prepares management reports related to the development and implementation of strategic and tactical plans.
  • Prepares and monitors the IT Department’s GIS budget.
  • Manages consultant service agreement contracts and task orders.
  • Provides technical guidance to GIS staff and users.
  • Works as a public employee with courtesy and professionalism, adhering to the highest standard of ethics.
  • Performs other related duties as assigned.
