Parsons est à la recherche d’un(e) Gestionnaire de secteur expérimenté(e) en ferroviaire et transport collectif pour l’Est du Canada, idéalement basé(e) au Québec. Le poste comporte des déplacements dans l’ensemble de la région, notamment en Ontario et dans les Maritimes. La personne recherchée possède une expérience diversifiée dans le développement et la réalisation de solutions de systèmes ferroviaires et de transport collectif, incluant les infrastructures, les systèmes ainsi que l’exploitation et la maintenance. Dans le cadre de ce rôle, vous aurez la responsabilité de bâtir et de diriger une équipe de professionnels en ingénierie à travers l’Est du Canada, de développer et entretenir des relations stratégiques avec les clients, de piloter les démarches de soumission, d’assurer la gestion de projets et de superviser la performance commerciale des mandats afin d’en garantir l’atteinte des objectifs. Vous jouerez également un rôle clé dans l’établissement de la présence de Parsons sur ce marché, dans le développement du pipeline d’occasions, dans la structuration de l’équipe et dans le positionnement de l’entreprise pour la conquête de nouveaux mandats. Requirements

  • Proven people leader with demonstrated experience managing and developing high-performing, multi-disciplinary project teams
  • Extensive Rail & Transit systems experience in North America, covering infrastructure, systems, and O&M
  • 15+ years of engineering management experience on large-scale, complex transit programs
  • Broad technical and business background in the rail industry, including deep knowledge of relevant standards and best practices
  • Comfortable operating in complex, multi-disciplinary program environments with responsibility for multiple system domains
  • Able to act as a technical lead, providing direction and oversight across systems engineering, integration, and delivery
  • Bilingual (French/English), French is required for permanent positions located in Québec to ensure effective communication with local colleagues and partners. English is also required to communicate with stakeholders outside Québec and to understand the technical documentation related to the position.
  • Bachelor’s degree in an Engineering or related technical/business discipline
  • Professional engineering designation (Ing) with OIQ, or eligibility for accreditation in Quebec
  • Stakeholder Leadership & Government/Regulatory Interface: Proven experience working with municipal, provincial, and federal transit agencies, regulators, and public-sector stakeholders
  • Ability to represent Parsons at senior levels, influence decision-makers, and navigate complex political and regulatory environments
  • Strategic Planning & Portfolio Management: Experience shaping and executing regional or sector strategies for Rail & Transit markets
  • Demonstrated ability to prioritize and balance a portfolio of pursuits and projects, aligning delivery, resources, and commercial objectives
  • Skilled at translating strategy into actionable business and project plans
  • Commercial & Contractual Leadership: Strong understanding of major contract models in transit, including design-build, EPC, PPP, and alliance structures
  • Proven ability to lead commercial negotiations, manage contract risk, and protect/enhance project margins
  • Track record of delivering projects to commercial KPIs, including profitability, risk management, and client satisfaction
  • Client Relationships & Market Growth: Established relationships with key public-sector transit clients and authorities in Eastern Canada
  • Demonstrated success in winning and delivering major Rail & Transit assignments, including multi-year, multi-disciplinary programs
  • Ability to develop and execute annual business plans, focusing on revenue growth, margin improvement, and a sustainable pipeline of opportunities

Responsibilities

  • Act as a core member of the Canada Rail and Transit Solution management team
  • Develop and manage a team of interdisciplinary professionals across Eastern Canada.
  • Support and contribute to strategic initiatives, client management plans and business plans for Eastern Canada ensuring alignment with the overall goals of Canada’s Critical Infrastructure business
  • Successfully win and manage complex projects within the operational and strategic framework of Parsons in Canada
  • Mobilize company resources or hire new employees to create project teams capable of completing effective, quality work.
  • Integrate competing and/or conflicting elements into the planning and execution processes so that project requirements and delivery flow smoothly.
  • Act as the Company representative with the client and select subcontractors during the program execution.
  • Assess contract risk and negotiate changes to the scope of work with the client and key subcontractors including marketing and securing additional work with the client.
  • Promote technical and commercial excellence on the project through the application of Quality Assurance processes.
  • Identify and qualify project opportunities across the region, support bid development, and maintain working-level client relationships in coordination with regional BD leadership.
