About The Position

ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a full-time Geospatial Data Analyst to design, build, and maintain the communications infrastructure datasets supporting CISA's undersea cable and network analysis program. The role owns the data layer for CISA's UCI/NDAC program, including the Infrastructure Data Structure (IDS) that feeds the Infrastructure Mapping Tool (IMT). This includes maintaining the schema, data dictionary, Data Management Plan, and production dataset releases. The analyst will acquire and validate Federal telecommunications usage and capacity data and other infrastructure feeds, integrate them into the IDS within CISA IT infrastructure, and maintain a geospatial database that is performant, secure, and aligned with CISA enterprise data lifecycle requirements. The position is performed on-site in Arlington, Virginia, and at the NRCC as directed, and requires an active Top Secret clearance with eligibility for SCI access at the time of hire.

Requirements

  • Bachelor's degree plus 12 years of specialized experience, or master's degree plus 10 years, or 16 years of specialized experience in lieu of a degree; these are GTSS BPA Geospatial Database Administrator (Sr) minimums.
  • Experience designing, implementing, operating, maintaining, and repairing DHS geospatial databases.
  • Experience monitoring geospatial database performance and capacity and implementing measures to improve efficiency and security.
  • Experience configuring hardware and software in coordination with system, software, and security teams.
  • Experience developing geospatial database structures to meet emerging mission requirements, strengthen security posture, and improve information handling and sharing.
  • Experience maintaining network interconnections between databases, systems, applications, and other databases and systems.
  • Enterprise geospatial database design and administration, including enterprise geodatabases on SQL Server, PostgreSQL/PostGIS, or Oracle, with schema design, indexing, performance tuning, backup, and recovery.
  • Data management experience involving data dictionaries, Data Management Plans, data lifecycle, metadata, and versioned dataset releases.
  • ETL and data validation using ArcGIS tools, including ArcGIS Pro and ArcGIS Data Interoperability/FME, and Python, including ArcPy, ArcGIS API for Python, and SQL.
  • Background in a telecommunications discipline, with experience handling network or communications infrastructure data.
  • Working knowledge of cybersecurity and IT security as applied to databases, including access control, hardening, and NIST SP 800-53 controls.
  • Intermediate or better proficiency with the Esri ArcGIS product suite.
  • Strong technical writing skills for design descriptions and data documentation.
  • Personable and client-facing, able to build rapport with Government customers and teammates, communicate clearly, and work well on a small team.
  • Active Top Secret clearance and eligibility for SCI access at time of hire.

Responsibilities

  • Produce and maintain the IDS Design Description, including the data schema, data system architecture, data dictionary, and Data Management Plan; deliver dataset design and specifications before production dataset updates.
  • Develop and test datasets within designated CISA IT infrastructure, store raw datasets and source feeds on CISA enterprise infrastructure, and align them with CISA data architecture and schema requirements.
  • Align dataset development, integration, validation, and testing with CISA IT enterprise data lifecycle requirements.
  • Acquire, update, validate, and maintain Federal Government telecommunications usage and capacity data at least semi-annually for use in the IMT.
  • Integrate new telecommunications resource data into the IDS as it becomes available.
  • Deliver complete documentation and annotated source code for IMT data, including data dictionaries and frameworks.
  • Deliver monthly IDS documentation and Infrastructure Data Integration Assessments and Validation, quarterly IDS layer updates, and the annual full normalization update.
  • Design, operate, tune, and secure the geospatial database supporting the IMT; monitor performance and capacity; and coordinate configuration with system, software, and security teams.
  • Maintain interconnections between the IDS database, the IMT and related applications, and other enterprise data systems.
  • Support data handoff during transition, including integrating the IDS onto Government or successor equipment.
