About The Position

Jefferson County is seeking a well-qualified Geographic Information Systems Technician II for its Tax Assessor's Office in Birmingham. This role involves creating, verifying, and editing a geographic information system (GIS) database using specialized software for various functions including tax mapping, voter registration, addressing, engineering, and legal descriptions. The technician will also provide support for special projects involving spatial, demographic, or tabular data within the GIS. The work products, such as digital maps and databases, are utilized by multiple departments including tax assessment and collection, zoning, 911 system information, and maintaining voting districts. This position requires knowledge of computer techniques in engineering drafting, potentially using AutoCAD or similar software. GIS Technicians (II) work both independently and as part of a team, with occasional public interaction. They operate under the direction of a supervisor, with work reviewed for accuracy, completeness, and adherence to policies and procedures. The role is performed indoors in an office setting and may involve some physical tasks like sitting, standing, or lifting.

Requirements

  • Prior experience within the merit system as a GIS Tech I
  • GIS certificate OR Associate's degree or higher in the areas of Geographical Information Systems
  • Experience editing and/or maintaining a database (e.g., Access, MondoDB, tSQL, MS SQL)
  • Experience editing and/or maintaining GIS system (e.g., MapInfo, ESRI)

Nice To Haves

  • Experience creating maps to include map elements (e.g., scale, legend, title, disclaimer, north arrow, direction, orientation.
  • Experience editing and/or maintaining GIS system using ESRI Fabric.

Responsibilities

  • Creates GIS maps by designing and replicating graphic representations of GIS data provided by hard-copy maps, deed descriptions, blueprints and various other sources using GIS editing software or hand-drawing to ensure the accuracy and completeness of the content entered into GIS database.
  • Maintains GIS database content by editing content, updating existing or incoming data, researching information and verifying GIS database submissions prior to input using GIS editing software or hand-drawing in order to ensure the accuracy of the content entered.
  • Conducts research related to GIS information by reading deeds, reviewing information for proof of ownership, contacting various individuals, departments or agencies, and conducting site visits in order to determine the accuracy and validity of the request before the information/data is entered into the GIS database.
  • Assists various stakeholders (e.g., employees, governmental agencies, the general public) by drafting correspondence related to GIS activities, handling the sale of maps and responding to inquiries in order to address requests for mapping services and information.
  • Creates reports related to GIS activities by verifying and/or editing GIS data and transposing the information into the appropriate documentation to meet the needs of the department or municipality making the request.
  • Maintains the County's voter database by designating voting districts and ensuring voters are assigned to their correct district to assist with the election process.
  • Performs general maintenance on GIS hardware and software by troubleshooting and repairing equipment and making software/hardware updates in accordance with manufacturer specifications to ensure proper functioning.
  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
