About The Position

The Appalachian Regional Commission (ARC) is seeking a highly organized and collaborative Geographic Information Systems [GIS] Specialist to join its Research and Evaluation Division. This role will provide support for data, GIS mapping, research, and evaluation assignments aligned with ARC’s Strategic Plan. The position involves the collection, management, analysis, visualization, reporting, and dissemination of geographic information through maps, databases, reports, and applications. The Research and Evaluation team focuses on describing socioeconomic conditions, analyzing economic development trends, identifying areas of need in Appalachia, and documenting/evaluating ARC’s programmatic investments. This information is utilized for policy documents, workshops, events, press releases, research reports, evaluation studies, and web content. The GIS Specialist will work closely with the GIS Manager and the team on various database, cartographic, research, and evaluation projects.

Requirements

  • Working knowledge of research methods, quantitative analysis, general data analysis and familiarity with statistics and social sciences (economics, geography, sociology, etc.).
  • Proven knowledge of GIS mapping software (specifically Esri's ArGIS Pro and ArcGIS Online) and other data processing procedures for designing, planning and producing geographic information.
  • Strong skills presenting complex analysis and results to research team, managers, and staff across the organization as well as with external vendors and contractors using data visualizations (i.e. charts, tables, and graphs) on various software platforms.
  • Adept research methods and tools to create efficiency for reporting, GIS mapping and other analytical and computational processes.
  • Project management experience including the ability to develop and follow project timelines and deliverables.
  • Core competencies: accountability, adaptability, collaboration, communication, critical analysis.
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.
  • Bachelor's degree in geography, economics, regional planning, computer science or other related fields.
  • 0-2 years of relevant GIS experience.
  • Successful completion (prior to hire) and maintenance of background security review.
  • Ability to travel (~10%).
  • If travel is needed, must maintain and possess a valid driver’s license.

Responsibilities

  • Provide support to the ARC Research and Evaluation team with a variety of data, GIS mapping, research, and evaluation assignments.
  • Support the collection, management, analysis, visualization (graphically), reporting and dissemination of geographic information and knowledge in the form of maps, databases, reports, and applications.
  • Work closely with the GIS Manager and the Team on database, cartographic, research, and evaluation projects to support a variety of assignments at various stages of implementation.
