About The Position

The Resource Management Agency is seeking an Extra Help GIS Analyst I to support GIS activities for the Public Works and Planning branches. This in an entry level class. The incumbent will be responsible to establish standards and procedures for creating and maintaining map data that can be incorporated throughout the County; integrate graphical map data from various sources into the Tulare County GIS project; and to maintain spatial databases. Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area. Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. Requirements

  • Equivalent to a Bachelor's degree from an accredited college or university with coursework in civil engineering, surveying, drafting, geography, computer science or systems analysis.
  • One (1) year of responsible experience in surveying, drafting, computer systems support, computer programming, systems analysis and/or data management.
  • Knowledge of legal documents and descriptions
  • Knowledge of basic drafting and design practices
  • Knowledge of file structures for spatial and attribute data.
  • Knowledge of database and teleprocessing programming techniques.
  • Knowledge of computer equipment and its use.
  • Knowledge of various types of software applications, such as word processing, spreadsheet, AutoCAD, ArcView, ArcInfo.
  • Knowledge of terminology and nomenclature relevant to geographic information systems surveying.
  • Knowledge of mapping.
  • Knowledge of computer-aided drafting and design (CADD) and computer science.
  • Skill/Ability to use of personal computers and peripheral devices, such as printers, plotters, and scanners.
  • Skill/Ability to read and interpret maps of all types including governmental sectional surveys.
  • Skill/Ability to read and interpret aerial photos.
  • Skill/Ability to use mapping and drafting symbols correctly.
  • Skill/Ability to read and understand technical material such as computer manuals.
  • Skill/Ability to read and understand contract specifications, engineering blueprints, maps and project plans.
  • Skill/Ability to prepare drawings on a computer work station and operate scanners, plotters and printers.
  • Skill/Ability to develop end-user applications using appropriate programming languages.
  • Skill/Ability to follow verbal and written instructions and coordinate work and others.
  • Skill/Ability to maintain effective working relationships with co-workers, other departments, state agencies and outside organizations.
  • Skill/Ability to adjust to changes in work assignments.
  • Skill/Ability to work independently and under pressure of meeting deadlines.
  • Possession of, or ability to obtain, an appropriate, valid California driver's license.

Responsibilities

  • Maintain spatial databases.
  • Develop digital maps using records of survey, Assessor’s parcel maps, deeds, and other hard copy maps or pertinent data sources.
  • Integrate electronic map data imported from outside sources with in-house data.
  • Identify and tag graphic components of GIS with attributes.
  • Maintain metadata and genealogy on graphic data utilized in GIS.
