About The Position

The Geographic Applications Specialist works in the Colorado Department of Transportation's (CDOT's) Division of Transportation Development's Office of Transportation Analytics. The office develops, manages, maintains, and uses statewide roadway data sets that represent the current status of the state's full system roadway network for use by CDOT and other state staff, federal agencies, Metropolitan Planning Offices (MPO's), local governments, and the general public. This network is used as the basis for corridor planning, environmental analysis, long-range planning, Highway User Tax Fund (HUTF) certification, Highway Performance Monitoring System (HPMS) reporting, asset management, roadway maintenance, permitting, and other federal reporting requirements, such as bridges, roadway projects, and traffic safety. ArcGIS feature class files and databases are analyzed and maintained to identify options for projects that are managed by CDOT Regions or included in Statewide Plans. Geographic and tabular data are captured and analyzed in coordination with environmental planners, engineers, and surveyors in statewide and corridor-based activities. This position communicates with local governments to collect tabular and geographic information utilized by the HUTF program. The Geographic Applications Specialist interprets and enters source data from plats, local GIS layers, aerial photographs, satellite imagery, and CAD engineering files to create a basis for roadway inventory, mapping and planning analysis; develops and analyzes tabular databases to delineate current transportation systems, their performance and evolution; provides information to internal and external customers by extracting data from databases and inspects highway and local system segments to identify existing deficiencies and limitations in GIS and tabular databases. This position supports the WebHUT online reporting application and requires excellent customer service to guide local government end-users through the tools and functions that are utilized in roadway reporting.

Requirements

  • Six (6) years of experience in GIS, Geomatics, Geography, Geospatial Science, Civil Engineering, Geotechnical or Geological Engineering, Computer Science, Planning, Environmental Science or another field closely related to the major job duties which included two (2) years of professional work experience using GIS and other technology in developing and/or maintaining geographic databases, mapping applications and/or related spatial data products which included experience using ESRI ArcGIS software.
  • A combination of relevant education and experience equal to at least six (6) years.
  • Education in GIS, Geomatics, Geography, Geospatial Science, Civil Engineering, Geotechnical or Geological Engineering, Computer Science, Planning, Environmental Science or another field of study related to the duties of this position will be considered.
  • Professional work experience using GIS and other technology in developing and/or maintaining geographic databases, mapping applications and/or related spatial data products which included experience using ESRI ArcGIS software will be considered.

Responsibilities

  • Analyze, interpret and enter source data from plats, local GIS layers, aerial photographs, satellite imagery and CAD engineering files to create a basis for roadway inventory, mapping and planning analysis.
  • Utilize ESRI ArcGIS applications and tools, MS Access, SQL server and tools.
  • Create and maintain geographic and tabular information using CDOT’s linear referencing system.
  • Develop, analyze and maintain GIS Data Sets for use in Highway Users Tax Fund (HUTF) and Highway Performance Management System (HPMS) reporting, highway inventory and corridor/long-range planning.
  • Coordinate with local government planners and CDOT staff to acquire public road inventories and master plans.
  • Develop and analyze tabular databases to delineate current transportation systems, their performance and evolution.

  • Develop documents, maps and other materials that explain roadway information to customers.
  • Inspect highway and local system segments to identify existing deficiencies and limitations in GIS and tabular databases.
  • Utilize existing procedures to verify data quality and recommend actions to improve the accuracy of new information.
  • Consult with management to identify gaps within data, analytical tools or current processes and develop resolutions for identified problems.
