The General Manager has full responsibility for all property (community) management activities/functions and ensures that properties under his/her control are well-maintained at all times in good physical condition and with stable fiscal operation, providing residents a clean and well-maintained community. The General Manager is responsible for management, coordination, and overseeing all phases of the operation of a property, including (but not limited to): providing leadership and direction to all community-based teammates, budget preparation and control, general administration, interior and exterior maintenance, unit leasing and collections, all financial and administrative reports, staff, residents, resident relations, and control of all financial resources and assets.

Requirements

  • Three or more years’ experience as a community manager in large-scale multi-family residential property management, preferably with direct supervision of property management and maintenance operations.
  • Experience supervising large teams
  • Multi-family residential leasing and marketing experience required.
  • LIHTC, Section 8 and/or Public housing experience preferred on affordable sites.
  • Accounting/Financial and Administrative background preferred.
  • High School Diploma or GED
  • College Degree (Associates/Bachelors) highly preferred
  • Valid Driver’s License and acceptable driving record
  • Certified Facility Manager (CFM) or Accredited Resident Manager (ARM) preferred
  • All specific certifications required by law.
  • Must successfully complete all required courses, classes, and training.
  • COS designation for affordable sites
  • Professional appearance and the ability to resolve conflicts in a professional manner
  • Excellent organizational skills with attention to detail and ability to keep accurate and legible financial records.

Responsibilities

  • Oversees all day-to-day aspects of on-site community management, maintenance and financial monitoring of a community comprised of towers or multiple community phases.
  • Responsible for managing, directing, training, and ensuring the safety of all teammates; assess and respond to emergencies, make sound business decisions under pressure, and handle situations independently when support is unavailable.
  • As needed & required, work closely with the Regional Property Manager and Regional Vice President, as well as other corporate-based teammates, for the coordination and successful lease-up of new phases of a given property.
  • Ensure that all residents living in the community meet compliance and eligibility requirements as established by the partnership foundation documents and relevant local, state and/or federal agencies. Address any noncompliance issues swiftly and appropriately.
  • Hire, train and evaluate the performance for all property teammates. Recommend salary modifications, and guide and discipline employees under her/his control in accordance with Michaels policies.
  • Stay abreast of the area market including all competitive properties and area demographics.
  • Establish schedules and assign staff for office work as well as routine and emergency work. Approve and schedule paid and unpaid time-off requests from staff.
  • Train teammates in safe operating procedures, and accurately report all accidents and emergency situations to appropriate personnel.
  • In conjunction with the Marketing Department, create, design, and execute marketing campaigns for leasing of rental units, including but not limited to promotions, property and unit tours. Direct the preparation, processing, modification and signature of lease agreements and related forms. Maintain knowledge of competition and market conditions affecting leasing and operations and make adjustments to the business and marketing models to ensure the site remains competitive and in compliance with applicable federal and state laws.
  • Assist in preparation and implementation of the annual budget and maintain accurate financial records for the property, including payroll records, daily bank deposits and control of the cash accounts at the property. Maintain vacancy information reports as required by corporate, investors and monitoring agencies.
  • Supervise any outside contractors working on the property. Perform physical needs assessment, negotiate contracts with vendors, and ensure the work is completed by the agreed upon deadline.
  • Supervises the Facilities Maintenance Operations Manager, Maintenance Manager or Maintenance Superintendent, working with him/her to establish schedules and assign personnel for routine, deferred and emergency maintenance.
  • Participate in and direct office and maintenance staff regarding all move in/out and agency inspections and inspection processes.
  • Meet and work with residents, resident organizations and resident services providers to address issues, make improvements, and maintain positive relations.
  • Comply with all Company Accounting and Operations directives, policies and procedures.
  • Continually inspect property recording deficiencies, making improvements and taking any required actions according to Company guidelines.
  • Obtain all certifications or licenses that are required by the company, state or agencies within the first year of employment. Remain current on and compliant with all laws and policies affecting the leasing of the property and all required certifications.
  • Review weekly maintenance reports to ensure productivity and efficiency. Monitor workload volume. Verify the accuracy of monthly maintenance work order reports.
  • Establish Capital Repair and Replacement plans with an emphasis on cost control and proactive maintenance.
  • Stay abreast of conditions throughout the property and immediately initiate action to correct unsafe conditions.
  • Perform other duties and responsibilities as assigned.
