About The Position

The South Carolina Department of Public Health (SC DPH) is seeking a detail-oriented and analytical General Ledger Accountant to support the agency’s financial operations. This role plays a vital part in maintaining the accuracy and integrity of the agency’s accounting records, serving as a key resource for journal entry management, time and attendance system support, and grant-related financial activity. The ideal candidate is collaborative, organized, and committed to ensuring compliance with state and agency accounting standards.

Requirements

  • A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
  • An associates degree in accounting, finance, business, or a related field and five (5) years of professional experience in a related area, such as accounting, auditing, finance, or banking.
  • A high school diploma and seven (7) professional experience in a related area, such as accounting, auditing, finance, or banking.
  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.

Nice To Haves

  • Proficiency in the South Carolina Enterprise Information System (SCEIS) and Microsoft applications along with knowledge of Governmental Accounting.

Responsibilities

  • Identify and record adjusting entries for retroactive actions.
  • Collaborate with staff to ensure accuracy and proper documentation.
  • Verify that all entries are correct, complete, and fully supported.
  • Prepare and/or approve all agency journal entries.
  • Perform reconciliations directly or review those completed by other staff.
  • Process HR-related pay records.
  • Resolve orphaned salary, fringe, and IDC transactions.
  • Ensure all entries are accurate, documented, and compliant with agency and state accounting requirements.
  • Monitor and provide customer support for the agency’s current time and attendance system (PCAS).
  • Serve as an early adopter and support resource for the new time and attendance system under development.
  • Maintain and operate within both systems to ensure timely, efficient, and accurate processing.
  • Input and maintain all agency grant management records in the internal database and SCEIS.
  • Collaborate with agency personnel to ensure all grant information is accurate, complete, and current.
  • Performs other related duties and special projects as assigned, including required travel if requested, and responds as directed during emergencies which may occur outside normal work hours, and travel if requested.
  • Respond to ad hoc and spontaneous requests not otherwise outlined above.
