About The Position

Torch Technologies is hiring a General/Interdisciplinary Engineer to support the Air Force Life Cycle Management Center/Airborne Warning and Control System (AFLCMC/HBS/WIW) at Tinker AFB, Oklahoma. The AWACS Division delivers airborne Battle Management Command & Control capabilities for joint, allied, coalition, humanitarian, and homeland defense operations. Its work includes modernizing legacy mission systems, replacing aging computer architectures, integrating multi-sensor data fusion, improving expeditionary readiness and availability, supporting the planned divestiture of the E-3 platform, and shaping future airborne C2 capabilities. This is a full-time hybrid position with approximately 20% travel, including travel to Hanscom and Seattle. The engineer provides systems engineering support throughout the acquisition life cycle, from requirements analysis through system disposal, including potential Foreign Military Sales support. Work spans system architecture and design, acquisition and sustainment, technical management, requirements and configuration management, risk and interface management, test planning and execution, and integrated logistics support. The role produces and reviews technical documentation, analyses, reports, briefings, and acquisition artifacts; evaluates system performance, cost, risks, and life-cycle considerations; and provides technical recommendations to government stakeholders. The position requires an active Secret clearance and either a related bachelor's degree with qualifying experience or directly related experience as described in the posting.

Requirements

  • U.S. citizenship.
  • Active Secret clearance, which must be maintained.
  • Either a bachelor's degree in a related field and 3 years of experience in the applicable technical or professional discipline, including 3 years in the Department of War, or 7 years of directly related experience, including 5 years in the Department of War.
  • Strong communication skills for interfacing with program offices, government personnel, contractors, and cross-functional engineering teams.
  • Ability to work independently and follow established processes and program guidelines.
  • Ability to collaborate and coordinate across engineering, logistics, test, and acquisition disciplines.
  • Problem-solving skills for troubleshooting technical issues and developing successful outcomes.
  • Time-management skills to balance documentation, analysis, testing, and stakeholder coordination.
  • Ability to develop technical documentation and analyses, conduct requirements and architecture work, support integration and verification, perform technical studies and reviews, and support test planning and execution.
  • Ability to use Microsoft Office Suite for documentation, reporting, presentations, and analytical artifacts.

Responsibilities

  • Provide engineering support for the design, operation, and sustainment of systems and components throughout the acquisition life cycle, potentially including Foreign Military Sales.
  • Conduct and support engineering and technical activities across material solution analysis; technology, engineering, and manufacturing development; production and deployment; and operation and support.
  • Prepare engineering and technical documentation, system reviews and analyses, written reports, briefings, and artifacts; plan and execute technical reviews, assessments, and interchange meetings.
  • Conduct systems architectural analyses, including system design feasibility and state-of-the-art assessments; document existing and planned systems, identify deficiencies, develop alternatives, recommend solutions, and support implementation planning.
  • Maintain baselined system architecture and interoperability requirements, and detail operational requirements and functional interactions while considering life-cycle costs, logistics supportability, and human factors.
  • Translate Department of War user requirements into system requirements for system and subsystem design, development, testing, and evaluation using approved acquisition methods.
  • Analyze system training, training equipment, and simulator requirements; prepare technical documentation and evaluate equipment and simulator designs.
  • Apply acquisition and sustainment systems engineering processes to address product support life-cycle requirements.
  • Prepare and review program specifications for items, processes, and materials.
  • Use analytical, simulation, Model-Based Systems Engineering, and digital engineering techniques to optimize system performance or effectiveness; establish sensitivities and parameters, evaluate hardware, and validate flight test results in the context of overall system relationships.
  • Develop, prepare, review, and integrate milestone review documentation, periodic reports, and certifications required by Department of War and Air Force acquisition policy.
  • Review and monitor contractor drawings for completeness, currency, technical accuracy, and compliance with requirements, regulations, quality controls, and ASME technical data package standards.
  • Support requirements definition and analysis, architecture design, implementation, integration, verification and validation, transition, decision analysis, requirements management, risk management, interface management, and configuration management.
  • Facilitate information transfer, lessons learned, and best practices among customers and contractors while respecting proprietary rights.
  • Perform market research and trade studies to assess current and future systems against mission needs and requirements.
  • Evaluate system cost, schedule, and technical performance; conduct reviews, studies, root-cause analyses, audits, and evaluations; and provide technical recommendations to the Government.
  • Conduct performance, effectiveness, cost-effectiveness, cost-performance, life-cycle cost, producibility, reliability, maintainability, risk, and schedule trade-off studies.
  • Develop Air Force-approved Test and Evaluation Master Plans, test plans, and procedures; prepare test readiness reviews and related documentation; execute developmental tests; assist with operational test planning and execution; and evaluate tests.
  • Participate in integrated logistics support, provisioning and source coding, maintenance data collection, technical order management, configuration management, quality deficiency report evaluation, and identification of alternate supply sources for diminishing manufacturing or material sources.
  • Develop technical documentation recommending system and subsystem characteristics, including engineering analyses and corrective action plans.
  • Create management reports and technical presentations supporting planning, implementation, and sustainment.
  • Use Microsoft Office Suite to produce documentation, reports, presentations, and analytical artifacts.
  • Coordinate with program offices, government personnel, contractors, and cross-functional engineering, logistics, test, and acquisition teams.
