About The Position

ASR International Corporation, with over 40 years of experience providing engineering, construction management, and technical services to the U.S. Department of Defense, is seeking three (3) qualified General Engineer Project Managers to support the USAF at Hurlburt Field, Florida. These positions are embedded in the Engineering Flight (CEN). The roles provide critical project management expertise for requirement development, design management, project development, technical reviews, cost/schedule control, and oversight of A/E and construction activities supporting Special Operations facilities, infrastructure, and utility systems. Services are performed on-site at Hurlburt Field in support of a Performance Work Statement (PWS) dated 15 June 2026. These are key personnel positions under the contract. The CEN-General Engineer Project Managers will deliver high-quality, timely project management and engineering support services and deliverables. Work includes translating customer requirements into executable packages, managing design and construction phases, reviewing deliverables, facilitating technical interchange, and providing cost/schedule support while meeting strict performance thresholds (adequate requirement definition ≥90% of the time; documents with only minor errors and revisions completed in ≤2 days).

Requirements

  • Bachelor’s degree in engineering, architecture, or Building Construction Services from an ABET-, NAAB-, or ACCE-accredited curriculum.
  • Minimum five (5) years in the construction industry developing solutions and designs related to DoD or commercial facilities, infrastructure, and utility systems.
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Common Access Card (CAC), successfully complete NACI/SF85 background investigation (position of trust), and complete required Information Assurance certification.
  • Proficiency with Microsoft Office Suite, cost estimating tools, and scheduling software.
  • Strong written and verbal communication skills for technical reports, presentations, and stakeholder coordination.
  • Valid U.S. driver’s license (for on-base operations).

Nice To Haves

  • Prior experience supporting U.S. Air Force or DoD civil engineer construction management projects.
  • Familiarity with UFC, federal acquisition processes, DD Form 1391 programming, and A/E/construction submittal review.
  • Experience with geospatial tools or government ADP systems used by civil engineer squadrons.
  • Primavera P6 familiarity

Responsibilities

  • Manage the full lifecycle of design and construction projects from requirement definition through closeout, ensuring compliance with scope, schedule, and budget.
  • Coordinate with government personnel, A/E firms, and construction contractors under direct supervision of the 1 SOCES Engineering Flight Chief.
  • Perform data collection and analysis to sufficiently define requirements for project programming and submission to A/E firms.
  • Produce specifications, parametric cost estimates, and supporting documentation (e.g., DD Form 1391 data).
  • Design and produce visual media products and utilize geospatial tools (GeoBase, GeoReach) as required.
  • Develop technical requirements and documents suitable for delivery to A/E contractors.
  • Review A/E design submittals for functional/technical accuracy, completeness, and regulatory compliance; provide written recommendations within one week.
  • Assist in managing A/E contracts and provide technical interchange support (presentations, agendas, meeting minutes).
  • Prepare documents and technical requirements suitable for construction contractors, including statements of work and parametric estimates.
  • Review construction contractor deliverables and provide technical recommendations.
  • Provide cost and scheduling support, project status reports, and alternative corrective measures during design/construction phases.
  • Maintain program/project files, organize documentation, and provide administrative support.
  • Deliver monthly status reports and support Quality Control Plan requirements.
  • Use government ADP systems and maintain data repositories while handling only CUI-level information.
  • Ensure all work avoids inherently governmental functions; do not make binding decisions, obligate funds, or sign contracts on behalf of the Government.
  • Maintain high standards of personal hygiene and professional appearance while on duty.
  • Complete required training (Level 1 Anti-Terrorism, Information Assurance certification per DoDM 8140.03) and maintain current CAC and base access.
