About The Position

The Executive Director of the NYC Fire Pension Fund seeks a General Counsel. Reporting directly to the Executive Director, the successful candidate will provide legal counsel to the Executive Director, Board of Trustees, Medical Board, and agency staff. This role involves analyzing legal problems within the pension system, conducting research on relevant laws and regulations, and acting as a liaison with various legal entities. The General Counsel will also oversee the Legal Affairs Division, manage contract drafting and negotiation, and ensure compliance with legal requirements.

Requirements

  • Admission to the New York State Bar
  • Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar
  • Eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
  • Must remain Members of the New York State Bar in good standing for the duration of this employment.

Responsibilities

  • Provide legal counsel to the Executive Director, Board of Trustees, Medical Board, and agency staff.
  • Represent Fund at Board of Trustees committee meetings.
  • Analyze legal problems that arise in the pension system and recommend solutions.
  • Conduct research and provide analysis on relevant laws, regulations and regulatory guidance at the request of the Executive Director.
  • Prepare summaries of new laws for implementation.
  • Act as a liaison with the Law Department, counsel to State, other NYC Retirement Systems, Comptroller, etc.
  • Track pending legislation and advise the Executive Director of status.
  • Address legal matters in connection with other agencies.
  • Oversee timely submission of litigation matters to the Law Department and arrange for follow-up.
  • Ensure matters related to retirement and/or litigation are addressed in a timely and accurate manner.
  • Assume primary responsibility for managing the Legal Affairs Division.
  • Oversee the drafting and reviewing of documents including program materials, contract documents, regulatory responses, and pre-litigation materials, delegating and reviewing where appropriate.
  • Ensure the quality of staff work product including the review of written responses.
  • Review court orders, including stays, injunctions, power of attorney and similar documents.
  • Draft procedural memos addressing legal issues.
  • Review, comment, and advise the Executive Director on settlement cases.
  • Direct compliance with subpoenas and court orders; identify potential areas of compliance vulnerability and risk.
  • Draft and negotiate contracts and obtain necessary approvals.
  • Review RFPs in conjunction with agency procurement process.
  • Resolve issues and provide legal support on disciplinary actions.
