About The Position

Under general direction, the Gas Operations Supervisor supervises, guides, and performs skilled work in one or more specialized areas of natural and propane gas maintenance, construction, service, installation, warehouse/meter shop, and gas appliance repair. This role involves supervising, assisting, and guiding operations within the gas department, monitoring job sites, investigating and researching leaks, preparing daily job tasks for technicians, responding to gas emergencies, and conducting meetings. The supervisor also trains and oversees gas technicians, generates cost analyses, provides statistical data, interacts with customers, and manages personnel conflicts. Specific duties include supervising warehouse and meter shop technicians, reviewing incoming supplies, managing inventory, organizing physical inventory, preparing purchase orders, and supervising meter investigations.

Requirements

  • A valid state driver’s license is required.
  • Federal, State and Local Gas Certifications based upon area of assignment.
  • Must obtain and maintain the State of Florida Propane Qualifier license within one (1) year of hire as a Gas Operations Supervisor (Installation, and Service & Repair Supervisors only).
  • High School Diploma or G.E.D. Certificate and six (6) months of Vocational Training.
  • Five (5) years of experience in gas distribution, cathodic protection, maintenance, propane, service, or installation.
  • Including either three (3) years of supervisory experience, or comparable experience as a Lead Gas Technician or Gas Systems Specialist with the Clearwater Gas System.
  • Knowledge of municipal, state, and national gas codes, compliance, and maintenance procedures.
  • Knowledge of principles and practices of gas supply, gas distribution systems, distribution operation, and structural features of intermediate and high-pressure gas distribution systems.
  • Knowledge of common hand and power tools, materials, and methods of pipe fitting used in the installation of gas mains, service lines, gas appliances, and house piping; fusion equipment, pipe/fitting materials, excavation machinery, tapping equipment, and gas leak equipment.
  • Knowledge of hazards and safety precautions.
  • Knowledge of operation and maintenance of gas appliances.
  • Knowledge of department policies and protocols.
  • Knowledge of National Fuel Gas Code 54 and 58 (Installation and Service and Repair Supervisors only).
  • Skill in training and supervising subordinate technicians.
  • Skill in operating heavy machinery and pipeline tapping equipment (construction, and distribution supervisors only).
  • Skill in leak detection methods, inspecting, supervising, and overseeing work of less skilled employees and providing hands-on operator qualification (OQ) evaluation training.
  • Skill in analyzing blueprints, layouts, and schematics.
  • Skill in establishing and maintaining good relationships.
  • Skill in dealing tactfully with the public.
  • Skill in operating a computer with general proficiency.

Responsibilities

  • Supervises, guides, and performs skilled work in natural and propane gas maintenance, construction, service, installation, warehouse/meter shop, and gas appliance repair.
  • Monitors, manages, and supervises various job sites, ensuring contractor scheduling, compliance with job layouts and drawings, and verifying line capacities.
  • Investigates and researches leaks, meter tampering, fuel loss, and recovery; calculates losses and communicates issues to technicians.
  • Prepares daily job tasks for technicians, including routing, job specifics, materials, and equipment needed; reviews work and submits documents for billing.
  • Responds to, detects, and repairs gas leaks during emergencies; provides first responder services in hazardous gas environments.
  • Conducts and participates in departmental, collaborative, and section-specific meetings.
  • Supervises, trains, guides, and oversees gas technicians and other subordinate personnel, ensuring understanding of procedures, code compliance, and safety.
  • Generates, drafts, and delivers cost analysis for projects, makes estimates, and calculates expenses; monitors section-specific budgets.
  • Provides statistical data for monthly performance indicators.
  • Interacts with customers and the public regarding inquiries and billing complaints.
  • Supervises, counsels, directs, and monitors warehouse and meter shop technicians to ensure organized facilities and operations.
  • Reviews, evaluates, and checks incoming supplies against invoices or purchase orders; monitors quantity, quality, and condition of goods received.
  • Drafts, edits, and submits requisitions for stock replacements; consults on inventory levels; coordinates cycle counts and annual inventory.
  • Organizes and participates in taking physical inventory; enters information into the computer or onto forms.
  • Prepares purchase orders, bid documentation, and adheres to the purchasing manual.
  • Supervises and schedules meter investigations, high bill inquiries, and the replacement of meters and/or ERT’s.
