The Alcohol, Gaming, Fuel and Tobacco (AGFT) Division of Service Nova Scotia is the regulatory body charged with administering Part II of the Gaming Control Act, parts of the Liquor Control Act, and the Theatres and Amusements Act. The AGFT issues approximately 13,000 licenses annually, and provides in counter service to approximately 3,100 annually. Reporting to the Senior Gaming Analyst (Engineer 4), the Gaming Analyst is responsible for providing reasonable assurance to government and the general public that all new and existing lottery schemes in the Province are conducted in accordance with the Gaming Control Act and Regulations, gaming standards, and applicable terms and conditions. Lottery schemes include, but are not limited to, online raffle systems, online gaming platforms and casinos, slot machines, Video Lottery Terminals, raffles, games of chance, table games, bingo, break open tickets, lotteries, and all associated hardware and software that may impact the integrity of the gaming environment.

Requirements

  • Completed a related trade or technical training in the area of specialty + a minimum of 7 years related experience after the course completion; or an equivalent combination of training and experience may be acceptable.
  • Relevant areas of experience for this opportunity would include compliance monitoring, investigation, law enforcement, and other challenging regulatory roles.
  • Experience understanding, and interpreting Legislation and Regulations
  • A high degree of initiative, and sound judgment
  • Strong interpersonal/customer relations skills and communication skills (verbal and written)
  • Self-motivated, professional, client focused, decisive and have the ability to work independently and as part of a team
  • Good working knowledge of database spreadsheet software and word processing software

Responsibilities

  • Provide enforcement of the Gaming Control Act and regulations made under the Act to ensure compliance of lottery schemes within the gaming industry in the province. Support enforcement activities under the Liquor Control Act, Theatres and Amusement Act, Smoke-Free Places Act and associated regulations.
  • Conduct inspections and investigations relating to gaming non-compliances, lottery schemes, integrity concerns, and other regulatory matters, including case planning, execution of investigative strategies, and collection and analysis of information and evidence in accordance with legal and regulatory requirements. Obtain and document information through investigative measures including written requests for documentation, financial records, video surveillance, system logs, and written and verbal statements.
  • Conduct audits and inspections of gaming activities (onsite and remote) to ensure lottery schemes are conducted in accordance with the act and regulations. Activities include inspections of gaming equipment (slot machines, table games, shufflers, electronic gaming devices, video lottery terminals, central gaming systems, online games and systems, electronic raffle systems, electronic bingo verifiers), reviewing charitable gaming lottery scheme activities and financials, reviewing provincial lottery schemes (ALC, Casino) for regulatory compliance, and monitoring incident reports and trends within the gaming industry. Maintain records of audits and inspections including technical test reports from an independent testing laboratory.
  • Evaluate new lottery schemes and gaming equipment, including electrical, mechanical, and digital technologies, proposed for use within the province. Assist in researching and establishing testing standards through review of technical documentation, data sheets, design specifications, and test results to ensure compliance with provincial and federal legislation, standards and regulatory requirements.
  • Remain current on emerging gaming technologies, cybersecurity risks, and cloud-based gaming systems. Activities may include assisting with investigations involving cybersecurity incidents, verification of server locations, penetration testing and assessment of online gaming infrastructure and technologies.
  • Review reports on Anti Money Laundering (AML) and Suspicious Transaction Reports (STR) and track and investigate suspicious activity related to gaming. Ensure compliance with Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) by tracking and investigating suspicious activity. Detect and deter potential money laundering activities with all applicable gaming related instances.
  • Liaise with gaming jurisdictions and law enforcement agencies to be aware and knowledgeable of changes in the industry as well as illegal activity.
